3.1 The minutes of the meeting held on 11th July 2023 were unanimously agreed to be a true record of the meeting and were signed by the Chairman.

4.1 New Applications  
a. 23/02003/RES – Land At Upper Cufaude Farm Cufaude Lane Bramley

Application for reserved matters approval of layout, landscaping, scale and appearance for the Phase 1A residential development, the spine road and associated works pursuant to outline planning permission 19/00018/OUT

·         NDP states 2 storey buildings only – some of these are 2.5 and 3 storeys.  This is against NDP policy D2.

·         Difficult to judge 50 when unable to see the overall plan for whole estate.

·         Members would like barn hipping to soften outlines of houses

·         No slate roofing as per NDP

·         Confirmation required that Cufaude Lane will not be used as an access for the development by building traffic

·         Biodiversity surveys, bats, wildlife, all need to be updated.

·         The footpath that runs through the site from Cufaude Lane through to Basing Woods (FP702), needs to remain open throughout the build and after.

·         No indication of where run off water will go to due there being no master plan for whole site.  There could be a concern that volume of water from another development site will head into Bow Brook and ultimately down to Sherfield and cause flooding.  This is against NDP policy RE1.  There is also a risk of Cufaude Lane flooding, as it already has done on occasion since Razers Farm was developed.

·         Landscaping around the roman road does not appear to be in line with what has been done at Razers Farm (Vyne Park), which would be the preferable option.

Erection of 1 no. 4 bed dwelling and detached garage following demolition of existing outbuildings/stables

·         Sightlines from the proposed access are non-existent and therefore dangerous. Cufaude Lane is a national cycle route, and this access will pose a major risk to them.

·         Losing agricultural land – change of use of the land from equestrian.

·         Surface water – no attenuation.  This is not in accordance with NDP policy RE1.

·         Construction traffic – very difficult access from Cufaude Lane, again onto a national cycle route.

5. Water Issues  
  Cllr Flooks and Cllr Tomblin have met with Thames Water.  The paperwork is almost complete.  Then it will go to Governance, and then the contractors.  Work will not start before the end of 2024, but will not take long to complete once begun.

Thames Water to give a small presentation on the issue in due course, to go in the Parish magazine.

 
6. Minchens Lane s.106 issues  
  Clift Meadow lighting – the Clerk has given the go ahead for installation of the Persimmon recommended lights.  An installation date is awaited.

7. Local Plan Update  
  Cllr Tomblin gave an update – BDBC are looking to slow down the rate of house building in the Borough to allow time for infrastructure, facilities and services to catch up.  However, BDBC are still being told to use the standard method for calculating housing numbers.

The recent EPH committee meeting discussed the spatial strategy on where homes could be built.  The discussion will be continued on 28th September.

Policies continue to be reviewed.  There is much more coming through on climate change and ecology.

  The next Planning Committee meeting is scheduled for Tuesday 10th October 2023, to be held at the Bramley Room at Bramley Village Hall.
