2 Declarations of Interest  
Cllr Durrant declared an interest in planning matters due to his position on the BDBC Development Control Committee.  He took no part in any planning decisions.  
3 Minutes of the Last Parish Council Meeting  
3.1 The minutes of the council meeting held on 21st April 2026 were proposed by Cllr AM and seconded by Cllr KO and unanimously agreed as being a true record of the meeting.  The Chairman duly signed the minutes of the meeting.  

 

3.2 Matters arising  
·         Bus shelters – the legal agreement with HCC has been signed, and Rocon have been instructed to order the shelters.  These are currently on back order and will not be available until August 2026.  
3.3 Outstanding actions  
·         Letter to Network Rail and Taylor Wimpey re the Cinder Track to be written and sent by the end of this week.

·         Clerk to speak to tree contractor re replacement tree at the Burial Ground next week.

·         Clerk to chase developer re verge repair at Minchens Lane this week.

·         Clerk to open CCLA investment fund by the end of May.

·         St James allotments car park barriers – the Clerk has reached out to a couple of firms on this but has received no reply as yet.  This will be taken further in the next couple of weeks.

·         Clerk to finish upgrading councillor tablets in the next couple of weeks.

·         Roll of Honour board – options for replacement will be circulated by the end of the week.

 

 

4 Open Forum  
·         A Cufaude Lane resident raised concerns about fly tipping on land west of Cufaude Lane, and concerns with speed limits on country lanes.  He volunteered his services to assist in such matters if required.

·         A resident asked if there were any plans to increase hedge cutting along the Cinder Track this year.  It was noted that this is the responsibility of the HCC rights of Way team and Taylor Wimpey.  Cllr Durrant also noted that many issues come from land next to the path, which Bramley PC are trying to address – there are issues with ownership.

 
5. County Councillor Report – see appendix A.

·         Cllr Vaughan has been re-elected to Hampshire County Council in the recent local elections.

·         HCC is now no overall control.  Annual AGM is on 21st May.

·         HCC are launching a judicial review into the Government decision for Local Government re-organisation in Hampshire.  HCC view is that decision on areas in the south of the county throws the balance of those councils.

 
6. Borough Councillor Report

·         Cllr Durrant has been re-elected to Basingstoke & Deane Borough Council in the recent local elections.

·         BDBC is likely to remain under the control of Independent Forum/Liberal Democrat coalition.

·         Full council meeting on 21st May.

·         Local Plan – BDBC are challenging water companies on whether they can supply the projected houses that BDBC is obliged to build in next 10 years.

 
7. Parish Environment  
7.1 Parish Green update – the Parish Green is looking reasonable with the new season.  There is an area of ‘grass’ that is in fact mostly weeds.  This either needs to be kept short, or needs to be scraped and covered with grass seed.

A mowing schedule needs to be set up.

 
7.2 Footpath finger signposts at St James Church – Cllr Howell noted that there are two finger signposts near St James Church which are in a severe state of disrepair and need to be replaced.

The Clerk has been in touch with the HCC Countryside Services team, who have plenty of spare signposts.  However, they have said that it will be some time before they can install them, and that it might be quicker if Bramley PC can use its own contractor to install them.  This would cost £175+VAT per post.

Cllr Tomblin proposed that the signs should be obtained from HCC and installed by Bramley PC.  Cllr Howell seconded, unanimously agreed.  Clerk to action.

8 Clerk’s report & Administration  
8.1 Parish magazine article – Cllr Bell is due to write the article for the July 2026 magazine.  Copy is due by 15th June 2026.

9 Planning – Cllr Durrant left the meeting and Cllr Flooks took over in his capacity as Chair of the Planning Committee.  
9.1 New planning applications  
No new applications except for 26/00887/OUT, to be discussed below.  
a. ·         Engagement of Planning Consultant – a quote has been received from the planning consultant who wrote the Bramley Spatial Strategy Plan on Bramley PC’s behalf.  The quote is for drafting a recommended response to 26/00887/OUT, for 650 houses at Bramley Meadows (Wellington Estate land).  The quote is for £2950+VAT.  The draft response will then be debated and decided upon at an Extraordinary Council meeting, scheduled for 17th June.

Cllr Tomblin proposed accepting the quote, Cllr Flooks seconded, unanimously agreed.  Clerk to take forward.

·         Cllr Bell noted resident comments that 3West have implied that Bramley PC have supported the location of a commercial unit.  This is in fact not quite the case – Bramley PC stated that the original location was too far from the centre of the village, but did not indicated where it to locate it.  Clerk to write to 3West to get the wording of this item revised.  Unanimously agreed.  Planning Officer to be copied in.

9.2 Approvals/refusals (see appendix B) – these were noted.  
9.3 Cllr Durrant returned to the meeting and took over as Chair.

Cllr Durrant noted upcoming changes to NPPF, which will take effect in September 2026, and is likely to be very pro-development.  At that point ward councillors will not have the power to call contentious applications in to the Development Control Committee.

Water issues – Cllr Bell has had a response from Thames Water and is meeting with them at the end of the month.

 

 

10 Reports  
10.1 Allotments and Burial Ground – see appendix A

Allotments – the two empty plots have now been let, and the Bramley allotments now have full occupancy.

i.            Burial Ground headstones quote – a quote has been received for restoring the flattened headstones that were laid down in the BDBC safety check.  The bulk of the work will cost around £8000+VAT.  BDBC will be approached to cover some of this cost.

Two of the plots have kerbstone memorials.  The stonemason’s recommendation is to remove these completely and re-erect the standard memorial stone.  This will be a further cost, but the quote will come once a decision has been made on these plots.

Cllr Howell proposed and Cllr Flooks seconded going ahead with the work as quoted –more recent headstones should be addressed first.  The work should be phased the course of the year.   Clerk to write to BDBC to confirm if any funding is available from them.

10.2 Village Hall Trust – see appendix A

·         Main hall floor is being redone half term week.

 

 

10.3 Clift Meadow Trust – see appendix A

·         The 2026 fete was a success, despite the weather.

·         Trustees meeting on 22nd May.

·         Chase the Sun bike ride – this event will be on 20th June.  The event has been gaining in popularity, and there are likely to be nearly 1000 participants this year.  Clift Meadow is once again acting as a refreshment stop for participants.

·         A meeting with the Trustees is being set up to discuss possible CIL spend on improving facilities at Clift Meadow.

 
10.4 Highways/Footpaths

·         The Clerk has written to Highways with major concerns about how the information on the recent road closures was handled.  She noted that the Bramley community was very frustrated by the inaccurate information circulated by Highways.  Highways has apologised, but did note that sometimes scheduled closures do have to be changed at the last moment.

·         Clerk to find out when repairs are planned for Silchester Road within Pamber Parish.

·         Clerk to check footpath vegetation cutting schedule.

·         Yellow signs for developments – the Clerk is awaiting information on where these are.  Once she has this, she will report to Highways to get them removed.

11 Events  
Volunteering event for later in year – September/October.

Cllr Wright suggested a PC stall at next year’s fete.

13 Grant Applications  
13.1 Bramley Community Speedwatch – the Speedwatch team has submitted a grant request for £515 to cover the cost of hi viz vests, batteries for the SIDS, and bin stickers.

Cllr Tomblin proposed awarding the grant, Cllr Munday seconded, unanimously agreed.  Clerk to action.

13.2 Walking Group – following the dissolution of the Friendship Walking group, the group has continued to meet independently.  This is no longer a PPG initiative.  Bramley PC has been asked if it would consider paying for hall hire for refreshments after the walks, in much the same arrangement as previously.  The Clerk has checked the legal position on this, and there is no issue.

14 Applications for CIL funding  
14.1 CIL Income & Expenditure update (see appendix C)

The Clerk has circulated the latest update on CIL expenditure.  She noted that a further £335,205 has been received from BDBC.  The new CIL funds will be transferred into the CIL account from the current account.

Further, interest earned so far on the CIL account (a total of £7921) will be transferred from the CIL account into the Precept savings account.

 
15 Finance  
15.1 Approval of payments (see appendix D) – the Clerk has circulated the list of payments for approval.  Cllr SH proposed and Cllr JW seconded that the May 2026 payments be approved.  Unanimously agreed.  Clerk to process.

15.2 Receipts (see appendix D)

These were noted.  The first part of the precept, and the Litter Warden grant and grass cutting have been received at the end of April.  A VAT claim for the last quarter of 2025-26 of £16,100 has also been received.

The next full Parish Council meeting is scheduled for Tuesday 16th June 2026.  An Extraordinary meeting is scheduled for Wednesday 17th June 2026.

Appendix A –Briefing notes

 

Community Speedwatch

SIDs – All 4 SIDs were in operation throughout April.

The data recorded at Bramley Corner is concerning.

Recent Local SpeedWatch Activity – 3 manned Deployment were undertaken during April. A total of 13 vehicles were reported to the Police from the 463 vehicles checked – hit rate 3%. Top speed recorded 43 mph.

We are seeing fewer offenders on the deployments.

Equipment

Camera: AutoSpeedWatch – No issues, the camera continues to work well.

I have done some trending of the camera data and manned deployment data at the Village Hall, (see below). The first graph shows the percentage of vehicles exceeding 35mph. The dotted line = trend. The second graph gives the total confirmed hits per month, the trend is declining.

Although the graphs show declining speeds this may not necessarryily  be down to driver behaviour as many factors may be contributing to the decline, eg: increased traffic flow, road works on the street.

The camera warning sign on The Street was removed by the builders at Stocks Farm. I have requested the builder that the sign be replaced ASAP. I have informed Hampshire Highways of it’s  removal and they have written to the builder requesting that it be put back up. To date the builder has not complied. Can the PC please take this up directly.

 

Note: Declining numbers in winter months due to reduced daylight hours.

 

PCC Grant – The grant request submitted to the PCC has been approved discussions are currently taking place with the PCC over the Grant Contract conditions which seem excessive for a £500 grant award. Compliance with the conditions in the contract would likely incur costs far exceeding the grant value.

PCC Equipment Grant – Still awaiting notification from the DPCC regarding the media shoot. I am somewhat doubtful if this will ever happen. I spoke to the PCC at the Road Safety Summit regarding the media shoot. She is busy.

Hampshire Police Roads Policing Inspectors and Safety Camera van Team pilot scheme – This scheme is now in progress; we had our first Police attendance at a manned Deployment on 1st May. This was the first in a series of police visits to undertake roadside monitoring. The police recorded several vehicles speeding, the Police will be processing these offences through their normal channels.  The police also note many instances of drivers not wearing seat belts and non-conforming number plates.
