Minutes of the Annual Meeting of the Council
Date: Tuesday 19th May 2025 Time: 7.00pm

Action
1. Apologies For Absence – as noted above.
2. Election of Chairman

Cllr Durrant stood down as chairman, and Cllr Bell took over the meeting in his capacity as Vice-Chair.  Cllr Tomblin proposed that Cllr Durrant be elected Chairman, seconded by Cllr Howell.  Agreed unanimously.

Cllr Durrant took over as Chairman and continued the rest of the meeting.

3. Election of Vice-Chairman

Cllr Durrant proposed that Cllr Bell be elected Vice Chair.  Seconded by Cllr Tomblin and agreed unanimously.

4. To receive declarations of interest relating to items on the agenda
  None.  
5. To appoint representatives to committees and other organisations, as follows:
       i.            Planning Committee

a.       Committee members – Cllrs Flooks, Bell, Tomblin, Wright and Munday have all stepped forward to stand on the Planning Committee.  These members were unanimously agreed.

b.       Committee Chairman – Cllr Bell proposed that Cllr Flooks continue as Chairman of the Planning Committee.  Seconded by Cllr Tomblin and unanimously agreed.

     ii.            Neighbourhood Plan Working Group

Cllr Munday wishes to remain as Chair of the Neighbourhood Plan Working Group.  This was unanimously agreed.  Cllr Wright will also be part of the working group.

     iii.            Allotments & Burial Ground representative

Cllr Howell put her name forward to be the Allotments & Burial Ground representative.  This was unanimously agreed.

Cllr Durrant noted that Cllr Howell and the Clerk have should have delegated authority to manage the allotment administration as necessary, including all letting arrangements.  This was unanimously agreed.

     iv.            Community Speedwatch Liaison

Cllr Durrant proposed that Graham White continue in his capacity as the liaison to Bramley Parish Council from the Community Liaison Group.  This was unanimously agreed.

       v.            Hampshire Association of Local Councils (HALC) representative

There have been no meetings in the last year that have required a representative.  This will be decided as and when it becomes necessary.

     vi.            Clift Meadow Trustees representative

Cllr Flooks wishes to continue as the CMT representative.  This was unanimously agreed.

    vii.            Village Hall Trustees representative

Cllr Oborn agreed to continue as the PC representative to the Village Hall.  Unanimously agreed.

6. Resolution that all Councillors be authorised to sign cheques/authorise online payments

Cllr Durrant proposed the above resolution, which was seconded by Cllr Flooks and was unanimously agreed.  Clerk to amend the bank mandate as necessary.

7. Appointment of Responsible Financial Officer

Cllr Durrant proposed that the Clerk Maxta Thomas should continue as the RFO.  This was seconded by Cllr Munday and unanimously agreed.

8. Review of Standing Orders and Financial Regulations

The Clerk confirmed that there have been no new model templates for the Standing Orders an Financial Regulations since both were adopted in 2025.  The Clerk has reviewed both documents, and recommended no change at this time.  They will be fully reviewed in 2027, or before if there are any changes in legislation.  This was unanimously agreed.

 

 

9. Closure of meeting

Cllr Durrant closed the meeting closed at 7.07pm
