3.1 The minutes of the council meeting on 19th September 2023 were proposed Cllr Munday and seconded by Cllr Shimell and unanimously agreed as being a true record of the meetings.  The Chairman duly signed the minutes of the meeting.  

 

3.2 Matters arising  
  ·         The Clerk noted that the deposits for the D-Day80 event have been paid.  She also noted that Sherfield Parish Council are looking at getting a Spitfire flypast for the event, and are hoping to split the approx. £3000 cost with other parishes.  If enough Councils join it will reduce the cost to £500 per council.  Cllr Flooks proposed, Cllr James seconded supporting a Spitfire flypast.  Clerk to liaise with Sherfield on Loddon Parish Council.

3.3 Outstanding actions  
  ·         The Burial Ground rubbish area clearance is underway, and should be complete in the next day or two.

·         Coopers Lane Library – Cllr Durrant is chasing the legal team hard for the draft legal agreement.  It is due in the next 2 weeks.

·         Bramley Brook – Cllr Durrant has chased BDBC about water testing.  Still awaiting a response.

·         The Clift Meadow lights are due to be installed on 25th October.

 
4 Open Forum  
  Cllr Durrant asked members of the public to submit any questions they might have ahead of each agenda item.

A resident noted the recent accident at the Minchens Lane triangle.  She noted that a small sign is in the sightlines when looking towards railway station from the junction, and suggested that this sign be moved.  Bramley PC to investigate further.

Wilder Bramley awards – the recent awards were noted.  Wilder Bramley has won the RHS Neighbourhood in Bloom award for the bee garden at Clift Meadow, and also the HIWWT Wilder Neighbourhood award for the various initiatives around the Parish.  Bramley Parish Council congratulates the team on their achievements.

6 Borough Councillor Report – Cllr Robinson and Cllr Durrant gave a verbal report.

·         Great British Insulation scheme – this scheme aims to assist homeowners in insulating their homes to make them more energy efficient.  More information can be found at www.gov.uk/apply-great-british-insulation-scheme or by  contacting the BDBC Green Team – www.basingstoke.gov.uk/green-team

·         Green campaign to allow residents and councils to save energy, cut carbon, and make gardens and open spaces green and biodiverse.

·         Supermarket vouchers are being supplied for all households receiving Housing Benefit or  Council Tax support.

·         Fly tippers in Hartley Wespall were fined £4500 for dumping fridge freezers.

·         The BDBC Leader and Cabinet Member for Strategic Planning and Infrastructure have started visiting Parish Councils to talk about what is happening with the Local Plan Update.  They are meeting with Bramley on 15th November

·         EPH Committee – the Committee has been going through all strategic sites in the Borough.  The only site identified for Bramley was Upper Cufaude Farm (west of Cufaude Farm).  Several sites along the A33 between Chineham and Sherfield have been identified.  Cllr Robinson has highlighted the lack of infrastructure.

 
7 Parish Environment  
7.1 CIL Expenditure update (see appendix B) – a further £20k of CIL funding has been received from BDBC.

The possible project list was reviewed.  Three projects were identified for taking forward:

·         Clift Meadow playground resurfacing

·         Tools for maintaining Clift Meadow green space

·         Solar and battery installation for Clift Meadow

Bramley Football Club – plans for a new Pavilion have stalled, but the club is beginning to get going again post Covid.  The Pavilion is not really fit for purpose.  Cllr Durrant has advised that they should contact the PC to talk about funding options, although this may not necessarily be a CIL project.

 
7.2 Christmas Tree Update – Cllr Bell has heard back from the supplier, who has suggested that some preparatory groundwork would need to be carried out, as well as potentially the installation of feeder pillars installed for the power.  Given the short timescales at this stage, it appears that Christmas Tree installations this year will not be possible.

It was agreed that the project should be picked up again in January with a view towards Christmas 2024.  January agenda.

 
8 Clerk’s report & Administration  
8.1 Parish magazine article – the article for the December/January issue of the magazine is due by 15th November, and Cllr Bell will be writing it.

8.2 Biodiversity Policy – the Clerk noted the new legal duty of Parish Councils to consider biodiversity in its decision-making processes and policies.  Whilst this is already being considered with regard to the Neighbourhood Plan update, it is necessary to have a formal Biodiversity Policy in place by January 2024.  A draft policy has been circulated to all councillors.

Cllr James suggested possible targets, and believes Bramley PC should be committing to things rather than just considering them.  Cllr Shimell noted that policy documents don’t usually have hard targets.  He suggested the policy should state that the PC  will put together an action plan.

It was noted that NDP review dates should be removed from the policy, and this item should be generalised.

Cllr James to take forward and put together an updated policy ready for discussion at the November meeting – he will work with Wilder Bramley group on the policy.

9 Reports  
9.1 Planning Committee Report (see appendix C) – Cllr Flooks summarised the recent Planning Committee meeting.

·         It was noted that planning application for Meadow View (23/01294/FUL) has been refused by the planning officer.

·         Councillors noted the recent leaflet detailing early plans by Gleesons for 20 dwellings next to Centenary Fields.  There is no planning application at present, but the details should go on the PC website and social media as soon as there is.  Residents are strongly encouraged to respond to the application when it is out for consultation.

·         Thames Water have already been liaising with Gleesons on another site elsewhere, and they have contacted them to discuss the Centenary Fields site.

·         Stocks Farm – the developer will likely not start building until 2025.

 

 

9.2 Allotments & Burial Ground – see appendix A

·         The hard standing and paths work at St James Park has been approved and is due to be completed soon.

·         There are two new tenants at the Grays Meadow allotments.  All allotments are now fully let, with 15 people on the waiting list.  New year’s rental invoices to go out in December.

·         Cllr Shimell has contacted St James Park allotment holders about a possible gate for the car park.  Most respondents noticed an improvement in the car parking situation after the signs went up, and all but one respondent did not see a need for a car park barrier.  Cllr Shimell recommended that a car park barrier should not be taken forward at this time.  This was unanimously agreed.

 
9.3 Village Hall Trust – see appendix A.

·         The windows are due to be repaired w/c 23rd October.

·         All the necessary funding has now been obtained for the kitchen refurbishment.  The Committee now need to decide on a preferred contractor for the installation.

·         A grant application has been submitted to Bramley PC for replacement chairs and extra tables for the Bramley Room.

·         Bramley Village Hall appears to be at low risk from RAAC, but this will be investigated further.

 
9.4 Clift Meadow Trust – see appendix A.  Cllr Capel gave a verbal report.

·         CMT congratulated Wilder Bramley on the awards.

·         Scouts are now meeting at Clift Meadow.

·         There is concern about the ditch between Clift Meadow and St James Park – some of the banking behind the storage shed is beginning to subside.  Cllr Durrant stated that CMT and PC are responsible for the bank on the Clift Meadow side, but not for the water and the bank the other side.  Clerk to write and confirm.

·         Heat pump issues – some of the exterior work does not meet the proper cabling standards.  Clerk to write to supplier.

11.1 Bramley Village Hall – a grant request has been received for £2335 excl VAT for replacement chairs and extra tables for the Bramley Room.

11.2 AutoSpeedWatch – up to date figures have now been received for the cost of the supply and installation of one camera.  The total cost of the project, including the cost of the licence and data for years 2 and 3 is £1323 excl VAT.  A County Councillor grant of £1000 has already been received, so the remaining funding will be £323.  This is close to the PC expenditure that was originally agreed.

The Clerk noted that the new unit would add a further £17 for the remainder of the insurance policy.

11.3 2023 Poppy Appeal – the Clerk noted that last year’s grant was £1500.  Cllr Bell proposed granting £2000 to this year’s appeal, Cllr Oborn seconded unanimously agreed.  Clerk to take forward.

Cllr Bell is to lay the poppy wreath on behalf of Bramley Parish Council at this year’s Remembrance Day service.

11.4 Clift Surgery PPG – a grant request is expected for funding to repaint the parking lines in the Surgery car park.  Cllr Oborn stated that this is likely to cost around £1000.

Cllr Durrant proposed agreeing the grant in principle, subject to quotes and the correct paperwork being received.  Cllr James seconded, unanimously agreed.  Clerk and Cllr Oborn to take forward.  Clerk to Dave Saunders for possible contractors.

Appendix A – October Briefing notes

 

COMMUNITY SPEEDWATCH

Concerning speeds – There is no discernible change in the vehicle speed through the Village with approx 50% exceeding the speed limit.

SIDs – Due to holidays the SIDs were in use for only a short period through September. See Table 1.

Recent Local SpeedWatch Activity – 2 manned Deployment was undertaken during September (Smithy, Westbound).  A total of 21 vehicles were reported to the Police from the 212 vehicles checked – hit rate 10%.  Top speed recorded 46mph.

Equipment – A calibration check of the SpeedGun is now undertaken prior to and immediately after its use on a manned deployment. This gives the confidence that the Gun remains accurate.

The SID insurance for the SIDs has been paid by the PC, thank you. I have submitted the retrospective

Grant Application.

General – SID placement and manned deployments will be back to normal after the holiday season.  Maria Jolliffe (Hampshire Police SpeedWatch liaison) has moved to a different position and has been replaced by Ian Hamilton as the new co-ordinator.

Volunteers – We could do with a few more Volunteers for the deployments, current position is that we have 9 Active members plus a number of on the list but not active members.  I will be putting a request out in the November Bramley Magazine.

Although there has been a response from Highways regarding road markings it is not encouraging. If there was a requirement to mark the road then surely it was for a reason and as such should the markings should be maintained so that they are visible to road users.

I have attached the Manned Deployment results for Bramley for information (rolling year). See Table 2

AutoSpeedWatch Camera – My current understanding regarding the AutoSpeedWatch Camera is that the PC is reviewing funding prior to the license application.  It would be good to move this along quickly now.

COUNTY COUNCILLOR REPORT

HCC financial planning this autumn – The financial challenges facing the County Council, and local government nationally, are well documented. Each year, it costs more to deliver public services, but the money received from central Government and council tax increases is not enough to meet the extra costs, which results in a deficit. High inflation and growing demand for local services means that in the two years up to the 2025/26 financial year, the budget shortfall is expected to rise considerably to £132m, one of the biggest deficits the County Council has ever faced.

Proposals this autumn set out options for how Hampshire County Council could close this budget gap and comes on top of over £0.6bn of spending reductions already delivered since the start of national austerity.  Hampshire is in a better financial position than most other county councils, and while the Authority’s finances are stable until 2025/26, future stability relies on central Government fundamentally changing the way that local government services are funded, or reducing what councils are legally required to deliver.

In the absence of any immediate Government action in this regard, Hampshire County Council must plan on the basis of closing the budget gap itself, applying a combination of tactics to help balance the books, including changing and reducing services and delivering only those services which the council must legally provide.

A final decision is to be made by the full county council in November. After this, some proposals may then be subject to further more detailed public consultation.

 

Transforming in-house nursing and specialist care – A ten week public consultation is now underway on proposals that would see £173 million invested over the next five to six years to transform and expand the future of nursing and specialist accommodation directly provided by HCC for the county’s growing older population. The proposals recommend concentrating on the delivery of specialist nursing care, complex dementia care and short-term support – to either prevent a hospital admission or support a hospital discharge, so ensuring care could be provided more cost effectively.

The proposals include:

  • building new nursing homes in Havant, Winchester and the New Forest
  • modernising and expanding care at existing homes in Basingstoke, Aldershot and Emsworth
  • withdrawing over time from the direct provision of residential care, with the closure of a number of the council’s older homes.

The consultation closes on 12 November 2023 with a final decision expected in February next year.

Increased payments to local residents hosting Ukrainian families – The county council has announced that it will be paying an extra £200 per month to all Hampshire residents hosting Ukrainian guests as part of the Government’s Homes for Ukraine Scheme, until the end of March 2024. This takes the monthly payment to £700, which is above the Government’s current guidance for local authorities.

 

Funding to save the UK’s rarest orchids –

Hampshire County Council has secured £98,000 funding from Natural England to help rare helleborine orchids to thrive. The conservation project aims to create protected habitats for the endangered plants at sites in East Hampshire.

 

Older Driver Awareness Week – 2 October marks the start of Older Driver Awareness Week. Hampshire County Council are running two webinars this week which may be of interest:

New police stations for Hampshire – The Police and Crime Commissioner for Hampshire and the Isle of Wight, Donna Jones, has announced a plan to open ten more police stations and front counters over the next eighteen months, with the aim of increasing police visibility and making them more accessible to the public.

The number of police front counters will increase from 13 to 23, with new front counters in Cowes, Portsmouth Central, Park Gate, Petersfield, Totton, Ryde, Yateley, Eastleigh, Cosham and Gosport.

7. Local Plan Update  
  A letter has been sent to the Clerk from the portfolio holder at BDBC, reaffirming BDBCs commitment to slowing down the rate of new housing in the Borough in order to allow infrastructure time to catch up.  BDBC is requesting meetings with Parish Councils in the next few weeks to update them on the Local Plan strategy.  The Clerk will be co-ordinating this in the next few days.

Cllr Munday has attended a recent BDAPTC meeting, which an update on the Local Plan.  BDBC have confirmed that it has to use the standard method for calculating housing numbers for now.  BDBC is proposing a step process, so decreased development for the first five years, and then increase for the second five years. This will hopefully allow infrastructure to be put in place, and the plan will need to be reviewed after 5 years anyway.  This approach has been tried in Fareham successfully, so a precedent has been set.  The Regulation 18 consultation will be in January 2024, with the Plan hopefully being adopted in late 2025.  Bramley may well be looking at a zero housing number, but this may change.  The stepped approach would be backed by BDBC for Neighbourhood Plans as well.
