Cllr Durrant declared an interest in planning matters due to his position on the BDBC Development Control Committee.  He took no part in any planning decisions.  
3 Minutes of the Last Parish Council Meeting  
3.1 The minutes of the council meeting held on 18th November 2025 were proposed by Cllr Durrant and seconded by Cllr Howell and unanimously agreed as being a true record of the meeting.  The Chairman duly signed the minutes of the meeting.  

 

3.2 Matters arising  
·         None.  
3.3 Outstanding actions  
·         Clerk to obtain quotes for repair/replacement work of bus stops near Campbell Road, and look at HCC grant process.  Wood replacement shelter.

·         Infrastructure survey update – details of possible planning consultants have been sent to relevant councillors.  Council needs to determine what exactly is required.  January meeting agenda item.

·         Solar Farm community grant – separate bank account now set up.  Clerk is awaiting details from Cero on transferring funds.

·         Clift Meadow plans – Clerk has been in contact with the owner of Minchens Barn, and a meeting will be set up early in the New Year.

4 Open Forum  
·         A resident asked if the footpath/pavement to The Barn Coffee Shop could be extended.  Cllr Durrant has spoken with the owner about parking issues, and they are going to speak with HCC Highways about this.  
5. County Councillor Report – see appendix A.

·         Mayoral elections – noted the delay in elections from May 2026 to May 2028.  Also noted that no-one knows at present if there will be county and district elections.  Should know more by end of February 2026

 
6. Borough Councillor Report

·         Noted Local Plan consultation.

·         Aquadrome refurbishment has moved forward.  Still not at building stage.

·         Pitch and Putt at Down Grange – driving range are to be put on the Leisure Park site.  Still looking for a Pitch and Putt site, which may be Down Grange.

·         Food recycling – usage is slowly growing.

·         Solar panels being placed on many community facilities in Basingstoke.

 
7. Parish Environment  
7.1 Burial Ground maintenance Review – the Clerk noted that arrangements with the current contractor have work very well for the 2025 season.  If the contract is to remain the same, with weekly visits over the summer season, expenditure on this item will remain the same for 2026.  However, the Clerk has obtained a quote for 2026 based on fortnightly maintenance visits rather than weekly.  These would be £393+VAT per visit, or £794 per month.

It was proposed by Cllr Durrant that the Burial Ground maintenance should be fortnightly in 2026.  Cllr Wright seconded, unanimously agreed.  Clerk to take forward.

8 Clerk’s report & Administration  
8.1 Parish magazine article –  Cllr Wright is due to write the article for the February 2026 magazine.  Copy is due by 15th January 2026.

8.2 Policy Review

i.            IT Policy – the Clerk has circulated a draft IT policy, and noted that this is a required policy due to the new IT compliance regulations.  Cllr Munday proposed adopting the policy, Cllr Howell seconded, unanimously agreed.

ii.            Social Media policy – this policy goes hand in hand with an IT policy, and the Clerk has circulated a draft policy.  Cllr Munday proposed adopting the policy, Cllr Howell seconded, unanimously agreed.

9 Reports  
9.1 Planning – Cllr Flooks summarised the December Planning Committee meeting (see appendix B).  Cllr Flooks proposed accepting the Planning Committee’s recommendations, Cllr Oborn seconded, unanimously agreed.  Clerk to take forward.

i.            Local Plan spatial strategy regulation 18 consultation – The deadline for comments on this consultation is 23rd January 2026.  Cllr Munday has circulated a discussion document for the Bramley PC response.  Clarification is required about the number of houses that are identified for Bramley in the coming Plan period, and which (if any) of the recent planning permissions will go towards that total.

AD stated that 85 came from a calculation based on the increased amount of houses required due the NPPF changes.

Stocks Farm will not count towards this total.  Bow Brook Farm probably will.  This leaves a net target of 35 for Bramley.  Other sites to take into account are the land next to Centenary Fields (20), and the Mekanix site (14).

Two separate sites at Skates Lane in Pamber and another site in Mortimer were noted – these have been added as strategic sites.

Also note issues with infrastructure, especially surrounding sewerage issues.

9.2 Allotments and Burial Ground – see appendix A

i.            Allotments tenancy agreement – a simplified version of the tenancy agreement has been circulated.  If approved, this will be sent out to all tenants along with the 2026 rent invoices, with a request for everyone to sign and return it to the Clerk.  Cllr Wright proposed accepting the simplified tenancy agreement, Cllr James seconded, unanimously agreed.

 
9.3 Village Hall Trust – see appendix A

·         Nothing further to report.

 

 

9.4 Clift Meadow Trust  – see appendix A

·          Christmas light switch on – very wet, but went ahead anyway.

·         A plaque will be placed by the Clift tree planted last month.

 
9.5 Highways/Footpaths

·         The Clerk and some Councillor have met today to discuss the ongoing issues with site traffic for the Solar Farm.  Cero Generation are very keen to ensure that their suppliers are taking note of the traffic management plan, and noted that a significant number of drivers have now been banned due to their coming into the village from the east rather than the west.  They have also ceased using 3 of their 5 suppliers for the same reason.  Wheel washers have now been installed at the compound for the site, which should help stop the amount of mud on the local roads.  Cero have accepted that communication with the local community needs to be improved, and that this will be via the Parish Council where possible.  They are planning to hold a ‘Town Hall’ event at the Village Hall at the end of January to enable them to speak directly with Bramley residents.  A further meeting between Cero and Bramley PC is planned for around the same time.  Cllrs noted that some of the conditions have been discharged since the appeal – Cllrs Durrant and Oborn to take this forward with planning officers.

·         Site traffic for Stocks Farm also continues to be an issue.  Bramley PC is liaising with both Enforcement Officers and the developer on this.  The Clerk is awaiting confirmation of a meeting between Enforcement Officers and Bramley PC – this looks like it will now be in the New Year.

11 Consultation documents requiring consideration  
11.1 Local Government reorganisation consultation – the deadline for comments on this consultation is 11th January 2026.  Cllrs to send Clerk their preferred model.

12 Grant Applications  
12.1 Bramley Community Café – an application has been received for the replacement of a new water heater.  The application is for a total of £120.

Cllr Durrant proposed awarding the grant as applied for, Cllr James seconded, unanimously agreed.  Clerk to take forward.

 
12.2 Bramley Craft Group – this new group has been operating for a few months, originally from the co-ordinator’s house.  The group has now grown to 20 attendees at each monthly meeting, and they have moved to Bramley Village Hall.  The grant application is for hall hire for the coming year.  They meet once a month, and the hall hire would be £35 per month.

The group was set up with much the same aims as the Friendship Walks group; that is to promote contacts for isolated people, and to provide support for those people as well.

Cllr James proposed giving the grant for 12 months, Cllr Howell seconded, unanimously agreed.  Clerk to pay hall hire charges directly to the Village Hall.  Review after 6 months.

13 Applications for CIL funding  
13.1 CIL Income & Expenditure update (see appendix C)

The Clerk has circulated the latest update on CIL expenditure.

 
13.2 Bramley PCC – a late application has been received for urgent repairs to the roof of Cross House.  The PCC was aware that these would be required soon, but the recent weather has highlighted that the repairs need to be carried out now.  A quote has been received for the work of £4,500+VAT.  Cross House is a community facility that is used by groups across the Parish.

13.3 Allotment noticeboards – Cllr Howell noted that a noticeboard at each of the allotment sites would be very helpful.  The regulations would be displayed on the boards, as well as any allotment specific events or advice.  The cost of the boards would be around £2,000 each, which should include the cost of the boards and the installation.  A total of two noticeboards would be required.

Cllr Howell proposed going forward with the expenditure, Cllr Wright seconded, unanimously agreed.  Clerk and Cllr Howell to take forward.

14.1 Approval of payments (see appendix D) – the Clerk has circulated the list of payments for approval for December 2025.  Cllr Wright proposed and Cllr Howell seconded that the December 2025 payments be approved.  Unanimously agreed.  Clerk to process.

Appendix A – December Briefing notes

 

COMMUNITY SPEEDWATCH

  • SIDs – All 4 SIDs were in operation throughout November.
  • Recent Local SpeedWatch Activity – 4 manned Deployments were undertaken during November. A total of 17 vehicles were reported to the Police from the 515 vehicles checked – hit rate 3%. Top speed recorded 48 mph.

In general we are seeing less offenders on the deployments.

  • Equipment
    • Camera: AutoSpeedWatch:

No issues, the camera continues to work well. There was minor software issue which was quickly corrected by the manufacture.

  • New SIDs are working well. Due to lack of sunlight, I have had to revert to charging the batteries from the mains.
  • I have done some trending of the camera data and manned deployment data at the Village Hall, (see below). The graph shows the percentage of vehicles exceeding 35mph on a monthly basis. The dotted line is the trend.

 

  • PCC Grant – Maxta forwarded onto me an application form for a PCC Grant award in support of road safety. I have submitted a small grant for a set of SID batteries, new high viz vests and 30mph wheelie bins signs. We are 1 of the 60 applications received. Any grant awarded will be paid direct to the PC.

Maxta has informed me that there is money remaining from the PCC ASF grant. I am looking at the possibility of using the money to purchase a SID to replace the one currently located at Bramley Corner which is fading fast. I am waiting to hear back from the manufacture with regard to a price.

  • PCC Equipment Grant – Still awaiting notification from the DPCC regarding the media shoot.

  • Bees – the air con/heating unit has been closed off so that no bees can enter the Village Hall. Further investigation will be carried out over the Christmas period prior to a pest control team coming out in the February half term.
  • New chairs have been purchased for the Frith Room, courtesy of a CIL grant from Bramley Parish Council

25/02934/OUT – Land West Of Upper Cufaude Farm Cufaude Lane Bramley

Outline planning application for residential development, with vehicular access to be provided from the access approved under Outline permission: 19/00018/OUT and Phase 1 Reserved Matters permission: 23/02003/RES; and the provision of; cycle and pedestrian accesses, open space, landscaping, SuDS, and other associated infrastructure. All matters reserved except for access.

·         CT – Highways.  Proposing diverting cycle route through new estate, but northern exit onto Cufaude Lane will be onto a bend on a single track lane with poor visibility.

·         Doesn’t offer anything in the way of community facilities

·         Unsustainable location – infrastructure – Drs, school places, traffic and lack of road improvements, buses.

·         Historical localised flooding on the proposed site.

·         Appear to be a high number of 2.5 storey houses proposed – this is not in keeping with the Bramley Village setting.  They also appear to be excessively high ridgeline compared to other 2.5 storey buildings.

·         No interconnectivity between open space for this development and Upper Cufaude Farm.

·         Objection unanimously agreed.

  ·         Sewerage pipe upgrade is confirmed as delayed until at least May 2026.

·         Phasing occupation at Stocks Farm has been agreed, and the Thames Water Project Manager should be reaching out to Bramley PC to update.  This has not yet happened.

·         Possible upcoming development West of Minchens Lane – Thames Water has confirmed that they have concerns about capacity for this development.

·         Bramley Meadows – Thames Water has said that their plant at Sherfield would need to be upsized to accommodate this development should it go ahead.  It is unknown at this time if there are any plans to do so.

 
7. Local Plan Update  
         I.            Regulation 18 consultation – this consultation is ongoing, with a closing date of 23rd January 2026.  A response from Bramley PC has been drafted and will be submitted pending final approval.  
8. Neighbourhood Plan  
No update at present.
