Minutes of the Last Parish Council Meeting  
3.1 The minutes of the council meeting on 19th March 2024 and the Annual Parish Meeting on 26th March 2024 were proposed Cllr IJ and seconded by Cllr AM and unanimously agreed as being a true record of the meetings.  The Chairman duly signed the minutes of the meeting.

3.3 Outstanding actions  
·         AQ monitor – the Clerk confirmed that the suppliers are not interested in buying back the equipment.  Cllr James to contact Greener Basingstoke to see if they are interested, and to remove the unit ready for storage.

·         Bramley Green Maintenance – the Clerk confirmed that Bramley Green has been too wet to perform the early spring cut and collect, although the sightlines and path have been cut, as well as some maintenance at the area by Bullsdown.

·         Burial Ground Wilding project – the Clerk is awaiting confirmation from St James Church of how they will manage their own waste now that the PC has decided to rework the ‘rubbish area’.  This has been chased.

·         Land Registry for Grays Meadow – the Clerk has obtained the necessary forms and has begun completing them.  This will take some time.  Review at June meeting.

·         Bramley Green logs – the Clerk and Chair are meeting with Stratfield Saye this week to discuss locations and what exactly is required.

6 Borough Councillor Report –Cllr Tomblin and Cllr Robinson gave a verbal report.

·         The outcome of the Meadow View planning applications at the Development Control Committee was noted.

·         Residents are reminded that photo-id is required for voters in the upcoming elections.

·         The upcoming road closure of A33 was noted, and that it will impact Cufaude Lane.

 
7 Parish Environment  
7.1 Parish Council events

D-Day 80 event

·         Details for the event continue to come together well.

·         Advertising will go live this week on the PC website and social media.  It will also appear in the May edition of the Bramley Magazine.

 

 

 

8 Clerk’s report & Administration  
8.1 Parish magazine article – Cllr Flooks will write the article for the June issue of the Parish magazine.  Copy is due by 15th May.

8.2 Annual Audit 2023-24 – the Clerk confirmed the successful completion of the internal audit for 2023-24.  Various documents needs to be approved and signed, and then they will be submitted to the external auditor.  All documents will be placed on the PC website after PC approval.  The Clerk also noted that the dates for the notice of Public Rights will be from 7th June to 18th July, with the notice being published on 6th June.  Finally, the Clerk noted the £250 discount on the bill from the internal auditor due to the ‘exemplary records’ of the Council.

Cllr Tomblin proposed a vote a thanks to the Clerk for her hard work on the records and audit.  This was unanimously carried.

 
i. Internal Audit report – the internal auditor raised 4 items for review:

·         Reports from external representatives should be provided in writing  so they can be an appendix to the minutes, and discussion items should be minuted as briefly as possible.  This was noted by Councillors.  Clerk to monitor.

·         An instant access savings account should be opened and funds moved across.  The Clerk noted the impending closure of the NS+I savings account, and stated that she is looking closely as the CCLA Public Sector Deposit Fund, which is currently offering around 5.2% interest.  This will be on the agenda for the May meeting for further discussion and approval.

·         It is now a requirement that councils holding over £100,000 have an appropriate investment policy.  This was noted, and will be on the agenda for the May meeting.

·         Before the AGM, all members should check their Declaration of Interests on the BDBC website and update as necessary.  This was noted, and the Clerk will have forms ready by the Annual Meeting in May for those who have not already updated their forms.

Annual Governance Statement – this has been distributed to all councillors for review.  Cllr Tomblin proposed that the Annual Governance Statement be approved and signed, Cllr Munday seconded, unanimously agreed.  The Governance Statement for 2023-24 was duly signed.  Clerk to take forward.

Iv.  BDO Conflict of Interest Statement – the Clerk noted that all Councillors need to confirm that they have no conflicts of interest with the external auditor, BDO.  All Councillors duly confirmed that this was the case, and the Conflict of Interest statement was signed by the Chair and Clerk.  Clerk to take forward.

9 Reports               
9.1 Planning Committee report (see appendix B)

Cllr Flooks summarised the recent Planning Committee minutes.

·         24/00446/FUL -Cufaude, Cufaude Lane,, Bramley – Cllr Oborn noted that a shipping container is now on site and questioned whether this requires formal planning permission – Clerk to check.

9.2 Allotments & Burial Ground – see appendix A

Burial Ground

·         The Clerk confirmed that the general water table monitoring at the Burial Gound is now complete, and she will have a report ready for the May meeting.  Water table monitoring of the ‘rubbish area’ to be organised and will begin shortly.

·         This season’s annual maintenance has begun at the Burial Ground.  Work is to a good standard, and communication with the contractor has been excellent so far.

·         Allotments – issues at St James where the allotments have been waterlogged.

·         Stocks Farm allotments – Cllr Durrant noted that Bramley PC supports taking these on, but stated the standard to be used is very poor.  If the BDBC standards are not adhered to, then Bramley PC may be less interested in taking them on.

9.4 Clift Meadow Trust – see appendix A.  Cllr Capel gave a verbal report.

·         No report.  Cllr Munday possibly to attend the next CMT meeting next week in place of Cllr Capel.

·         Cllr Durrant noted the recent grant request from CMT for funding towards a tractor for maintenance at Clift Meadow.  He noted that the tractor has been already purchased, and therefore a grant cannot be considered.  However, as the tractor is in fact for maintenance of land that Bramley PC own, if councillors wish to consider a contribution then this can be made.  Grants towards the cost have been received from elsewhere.  Cllr Durrant proposed contributing £2486 towards the cost of the tractor, Cllr Tomblin seconded, unanimously agreed.  Clerk to process.

9.5 Highways & Footpaths – see appendix A.

Cllr Munday noted the closure of footpaths 1 and 2 for maintenance.

Cllr Tomblin noted issues with footpath near Vyne Park and Upper Cufaude Farm.  These should be reported to the Rights of Way team at HCC.

The footpath by the Grays Meadow allotments and Burial Ground is barely passable.  Clerk to ask the Lengthsman to take a look and quote for work.

A33 closures – these are overnight only.  Cufaude Lane is due to be closed as well.  Clerk to check times of overnight closures and publish on social media.

12.1 Approval of payments (see appendix C) – the Clerk has circulated the list of payments for approval.  Cllr Capel proposed and Cllr Oborn seconded that the April payments be approved.  Unanimously agreed.  Clerk to process.

Cllr Munday asked if a refurbishment of the pond at Lane End could be considered as a CIL project.  Cllr Durrant noted that this pond is an attenuation pond, which is why it dries out on occasion.  He also noted that it is managed by BDBC.

 
12.3 Receipts – these were noted.  The Clerk particularly noted the receipt of £132 into the NS+I account – this is interest that was added in January but has only come to light now after the receipt of the requested statement.  
13 Date of Next meeting  
The next full Parish Council meeting is scheduled for Tuesday 21st May 2024.  This will be directly preceded by the Annual Meeting of the Council.  
14 Resolution to exclude press and public from items that may require discussion of possible legal and financial proceedings  
Cllr AD proposed excluding the press and public for the confidential item, Cllr IJ seconded, unanimously agreed.  The press and public duly left the meeting.  
15 Confidential Items  
15.1 Cllr Durrant stated that he had a received notice of a reduced asking price for some land in the village.  This means that the asking price is now within the range that the PC could potentially afford.  There is some urgency to this issue, as the current price will be held for a short time only.  He asked that Councillors consider in principle whether this is something that Cllr Durrant and the Clerk should pursue.  This will be on the agenda for the May meeting.

Appendix A – April Briefing notes

Briefing Notes – April 2024

 

COMMUNITY SPEEDWATCH

Concerning speeds – Farriers continues to be an issue.

SIDs – The SIDs were in operation throughout March however the manufacture has stopped sporting the Web based interrogation software so currently I am unable to access the downloaded SID data. See Table 2.

The company has agreed to send me a copy of the software so that I load it onto a computer. As writing I am still awaiting receipt of it. The timing of this is rather unfortunate as I was hoping to compere SID date at the Village Hall pre and post Camera installation.

 Recent Local SpeedWatch Activity – 3 manned Deployment were undertaken during March.  A total of 43 vehicles were reported to the Police from the 431 vehicles checked – hit rate 10%. Top speed recorded 46mph.  See Table 3.

Equipment – One SID has had something thrown (either intentionally or thrown up by a passing vehicle) at it and now has a large dent in it. Fortunately, it missed the screen.

AutoSpeedWatch Camera – The Camera is now up and running at the Village Hall (full operational date 16th March) monitoring traffic flow East Bound. We are still in the learning phase and getting to understand the nuances of it.

Some initial observations regarding the camera, first the bad:

  • Alignment was difficult and took several attempts, however, the company was extremely helpful in aiding us with this.
  • The post the camera is mounted on is within the parameters set by AutoSpeedWatch but ideally it would be better if the post was positioned 0.5m – 0.7m closer to the highway. this would greatly aid the alignment and image quality.
  • The camera is affected by either low sun directly on the lens or when reflecting from the vehicles.
  • The photo quality suffers from low light. (It’s only rated for daylight operation).
  • Camera timing speed seems inconsistent as some vehicles are not framed at the same point on the road.
  • In some instances, photo quality is not optimal.
  • The camera function would benefit from improved optics, obviously this would come at a cost.
  • Sensitivity adjustments are critical, so you record the correct number. It this is not correct you run the risk of missing some vehicles or recording vehicles travelling in the opposite direction.
  • Ghost images (no vehicle in frame) are sometimes recorded which have to be manually deleted, these however do not show in the stats.
  • Roughly 10-15% of numbers can’t be read either due to dirty number plates or poor image quality.

And the good:

  • The Company has been very helpful in getting the camera up and running.
  • The software is excellent, it is intuitive and has worked without glitches.
  • The software provides a comprehensive data set which can be tuned for reporting.
  • The ANPR function is good, this saves a lot of time during verification.
  • For the price and what it is doing the camera and supporting software seem exceptional value for money.

Some general observations:

  • There are some persistent offenders with 1 vehicle being recorded 9 times within 16 days.
  • A good proportion of vehicles recorded are work vans and HGVs (including busses).
  • I am not sure that drivers realise that there is a camera there or that they are just happy to ignore it. Further signs would likely help in this.
  • There are a lot of vehicles risking a £1000 fine for having a dirty number plate.
  • Approximately 2.5% of vehicles are showing on the DVLA register as being without a valid Tax, MoT or are registered as SORNed.
  • The fastest hour is 3-4pm.
  • If this was a Highways installed camera and you took the average daily number recorded so far and applied this over a year and applied the penalty charge (£100), the camera would be collecting over £2m/annum

Table 1: Camera Data (part Month)  – Camera switched on 4th March and alignment and changing settings until the 16th where the sensitivity of the unit was changed to record more vehicles.  (Note: If the sensitivity is increased too much the unit picks up vehicles passing in the opposite direction. I think it is set about right currently The Police have direct access to the information collected by the camera. The Camera trigger and reporting speed are set at =>35mph.

The data point was taken at 9am on the 1st April. I will include further data next month where I can show a full month.

·         Members questioned whether there is enough parking on site to cope with 48 covers and staff.  Any overspill parking is likely to use the Church car park.  Also, any waste management is likely to take up a space or two, as there is no waste management area identified.

·         The site is within 100 yards of the junction with Cufaude Lane – this could cause issues at busy times.  It is also close to the proposed development of four dwellings, which will also have a junction close to the site.

·         Members expressed concerns about smells and noise from the kitchen and extractors.

·         Access for waste collection vehicles is likely to be constricted at best.

·         If takeaway services are to be a future development, then it is likely to be very busy at times with traffic.  See previous comments, and note that the site is on the outside of a bend on The Street.

·         Note that the plans show 15 parking spaces where the documentation states 10.

·         Members would like to see some restriction on the opening hours, particularly on a Sunday.

·         Need to ensure there are adequate bins for takeaway service.

5. Water Issues  
  A resident raised concerns about the effect of the Stocks Farm development on sewerage and drainage in Bramley, and in particular the effect it might have of Minchens Barn and the surrounding area.  Cllr Tomblin summarised the current situation, both with Thames Water and with BDBC.  He advised the resident to get in touch with BDBC regarding his concerns.  The resident further stated that he felt that a survey should be taken of the pipework in the Minchens Lane area, as he is aware there are problems with the flow.  Another resident noted that the developers of the site next to Clift Surgery are having issues in routing pipework for their development.  Clerk to put Cllr Tomblin (BDBC) and resident in touch with each other.
