3	Minutes of the Last Parish Council Meeting
3.1	The minutes of the full council meeting held on 17^th June 2025 were proposed by Cllr Oborn and seconded by Cllr James and unanimously agreed as being a true record of the meeting. The Chairman duly signed the minutes of the meeting.

4	Open Forum
	· Cllr Howell has spoken to the owner of Minchens Barn. He has physical plans for the Clift Meadow buildings and has asked if Bramley PC would like them. Clerk to contact.	*Clerk*
5.	County Councillor Report – see appendix A.
6.	Borough Councillor Report – see appendix A. · North Hampshire Councils survey – this survey was noted. BDBC are looking for opinions from the public on the Hampshire Councils reorganisation, and in particular on their favoured option of a North Hampshire unitary authority consisting of BDBC, Hart District Council and Rushmore District Council. · Cllr Tomblin give a short demonstration of the new food bins and how they will be used. Bins are due to go live in October 2025, and will be collected weekly.

7.	Parish Environment
7.1	Parish Green project update · Work continues to try and get the grass in the green areas established. · Work on the paths will be carried out soon. This will involve straightening part of the path and surfacing completely with hoggin.
7.2	Yew Tree Close bund review – Bramley PC continues to maintain the bund, with the grass on it being cut every few weeks to keep it looking tidy. It has been questioned whether the bund is still required – if it is removed, maintenance for the whole are would revert to BDBC. A quote has been received for removal of the bund of £1700+VAT. Cllr James proposed, Cllr Howell seconded getting rid of the bund and accepting the quote. Unanimously agreed. Clerk to take forward.	*Clerk*
8	Clerk’s report & Administration
8.1	Parish magazine article – Cllr James will write the article for the September 2025 issue of the Parish magazine. Copy is due by 15^th August 2025.	*Cllr James*
8.2	Policy Review – the first policy to be reviewed will be the Standing Orders. This will take place over the summer, with a view to approving at the September 2025 meeting.	*Clerk*
9.	Reports
9.1	Planning Committee – see appendix B. Cllr Flooks reviewed the recent planning meeting. Cllr Flooks proposed that the decisions reached be ratified, Cllr Wright seconded, unanimously agreed. One new planning application has been received: · 25/01609/FUL – Land North East Of Withy Copse And South Of Minchens Lane Bramley Construction of access track to fishing pond, including car parking and associated works. o No objection unanimously agreed. 9.2	Allotments and Burial Ground Allotments · One plot at St James Park remains to be let as a tenancy has fallen through. Cllr Howell and the Clerk are exploring options for this as there is no waiting list at present. Cllr Howell proposed splitting the hold of this plot between two existing holders for two years. Cllr Munday seconded, unanimously agreed. The lease will be conditional. Clerk and Cllr Howell to take forward. · St James allotments car park – it has become apparent that local residents are ignoring the notices stating that the car park is for the use of allotment holders only. Clerk to check with BDBC on what to do about abandoned vehicles. Cllr Durrant proposed a lockable chain across the access point with a combination padlock, with notices along stating that the car park is private property. Cllr Wright seconded, unanimously agreed. Clerk and Cllr Howell to take forward. Burial Ground · The Meitner headstone restoration work is now complete. · There has been a recent spate of minor vandalism with pots and vases being smashed. 9.3	Village Hall Trust – see appendix A · Work on the Bramley Room roof is due to be carried out in the next few weeks.
9.4	Clift Meadow Trust – see appendix A · Heat pumps are working well as air conditioners and well as heaters. · Halls are to be redecorated over the summer. · There are problems with drug use around the Pavilion area. · CMT are looking to get the second phase of the path refurbishment done soon. · The Fete Committee are looking at funding options.
9.5	Highways/Footpaths · The Clerk noted that much of the annual Lengthsman budget has been used up this year on clearing vegetation around some footpaths. Of the £1000 annual budget, £390 remains for the rest of the year. Clerk to write to Cllr Vaughan noting that BPC has used over half its budget already in the first quarter of the year. · A Walking Group member has walked all footpaths and annotated them. Cllr Howell thanked her for her work. This will need to be fed into a possible new edition of the footpaths booklet.
9.6	Chairmans Report – nothing to report.

	Cllr Durrant noted that a possible opening event for the Parish Green could be considered.

11.1	Draft Updated Climate Strategy for Basingstoke & Deane – Cllr James has written a brief summary of this consultation and has recommended that Bramley PC supports the draft strategy. 13.3	Receipts (see appendix C) The commuted sum from Persimmon for the upkeep of the new path at Clift Meadow is due any day now. This sum will be ringfenced for path maintenance.

Appendix A – July Briefing notes

COMMUNITY SPEEDWATCH

SIDs – The SIDs were partial in operation throughout June due to holidays. An error with the software

has prevented the download of the data collected. Looking into the cause.

Recent Local SpeedWatch Activity – 3 manned Deployment were undertaken during June. A total of 26 vehicles were reported to the Police from the 376 vehicles checked – hit rate 7%. Top speed recorded 41mph.

Equipment

Camera: AutoSpeedWatch – Another bus was recorded on the camera, this time at 47mph at 12:25pm on 23/03/2025. The incident has been reported direct to the company, they have formally recorded the incident and are investigating, and I am awaiting the findings.

The erratic daily recordings on the camera are a result of the many road works along the street

which slows traffic.

PCC Equipment Grant – Equipment on order awaiting delivery. The company has now confirmed a delivery date of the 23rd July where the equipment (SIDs & Camera) will be delivered and training given.

Recycling Myth-Busting – Advice

There’s a lot of confusion about recycling—we hear it all the time. So we want to set the record straight by tackling some of the most common myths:

“Recycling doesn’t make a difference” It absolutely does. Recycling conserves resources, reduces pollution, and keeps valuable materials in use. Plus, many charities rely on recycled items like clothes and books for income.
“It’s too time-consuming” Once you set up a simple system at home—just a bin in the kitchen or bathroom—it only takes a moment to sort recyclables, and the environmental benefit is massive.
“You don’t need to clean recyclables” Actually, you do! Please ensure items are clean, dry and loose. Rinse bottles, tins and cans in leftover washing up water and keep cardboard clear of grease or food.
“Recycling costs more than it’s worth” Wrong again—recycling an aluminium can saves around 95% of the energy used to produce one from raw materials. And don’t forget the cost of disposing of materials that could’ve been recycled.
“You must follow the labels” Not always helpful! , you don’t need to worry about plastic types. We accept all plastic bottles (with lids), plus paper, cardboard, tins, cans and aerosols.
“Wrong items get sorted out anyway” Unfortunately, no. It costs £1.9 million every year in Hampshire to remove non-recyclable items from recycling bins. If in doubt—leave it out.

Simpler. Stronger. Secure.

This week a consultation is being launched by some councils in Hampshire and the Solent about the future shape of local government in our area. Each council is being asked to submit a proposal for how new council areas should be created.

Hampshire County Council is also reviewing early options for the future shape of local councils across Hampshire and the Solent and will be consulting on our proposal later this summer.

Under Government plans, all two-tier areas must transition to single-tier unitary councils by 2028—meaning changes to how local services are delivered. The aim? To create simpler, more efficient councils that are financially resilient and responsive to residents’ needs. I absolutely recognise there is a huge risk this will not be the outcome, which is why HCC are undertaking a rigorous assessment of options before suggesting a solution.

It’s vital that any new councils created protect the high-quality services upon which residents rely—and ensure long-term financial strength.

Four possible options are now being assessed, each grouping local authority areas differently. Here’s a quick look:

Option 1: Three-unitary model
- North: Basingstoke & Deane, East Hampshire, Hart, New Forest, Rushmoor, Test Valley, Winchester
- South: Eastleigh, Fareham, Gosport, Havant, Portsmouth, Southampton
- Isle of Wight: Remains as a stand-alone unitary
- ( I do not believe this model should be promoted, the areas are too large, and the risks created by merging the services of so many councils together are too great. This model though should be explored to provide a base line for our deliberation.)
Option 2: Four-unitary model (South split in two)
- North: Basingstoke & Deane, East Hampshire, Hart, Rushmoor, Test Valley, Winchester
- South-West: Eastleigh, New Forest, Southampton
- South-East: Fareham, Gosport, Havant, Portsmouth
- Isle of Wight: Stand-alone unitary
Option 3: Variant four-unitary model (Test Valley shifted)
- North: Basingstoke & Deane, East Hampshire, Hart, Rushmoor, Winchester
- South-West: Eastleigh, New Forest, Southampton, Test Valley
- South-East: Fareham, Gosport, Havant, Portsmouth
- Isle of Wight: Stand-alone unitary
Option 4: Five-unitary model (more localised focus)
- North-East: Basingstoke & Deane, Hart, Rushmoor
- Central: Test Valley, Winchester, East Hampshire
- South-West: Eastleigh, New Forest, Southampton
- South-East: Fareham, Gosport, Havant, Portsmouth
- Isle of Wight: Stand-alone unitary

What’s next? A preferred option will be selected this summer for public feedback. Final proposals will be submitted to Government this autumn, before a further Government led consultation in 2026.

		· Thames Water representatives are looking to meet Bewley Homes re issues at Centenary Fields. Bramley PC representatives will also be attending. No date has been set as yet. · Bramley PC has informed its contacts at Thames Water about the upcoming Wellington Estate proposals. No reply has been received to date. The developer states that they are talking to Thames Water about all water related issues. · Update due soon on sewerage network upgrade.

		· Water cycle study currently being worked on by officers. · Transport studies are ongoing for sites that are being initially considered from the call for sites.
