Full planning application for Phase 2 at Upper Cufaude Farm delivering 302 residential dwellings, community building, associated infrastructure, landscaping, car parking, and public open space (including a MUGA, LEAP and kickabout area). Access approved under Outline permission: 19/00018/OUT and Phase 1 Reserved Matters permission: 23/02003/RES. · Cllr Munday proposed ratifying the decision to resubmit Bramley PC comments for the previous reserved matters application, which this replaces. Cllr Flooks seconded, unanimously agreed. · The Clerk noted recent amendments to the application, which cover: o incorporation of Green Collection of Homes – updated house types and layout plans submitted o response to waste comments – updated servicing plans § Members would prefer roofs of eco houses not to be slate – it is not common in Bramley. Not in keeping with dwellings in Cufaude Lane in particular, from which these houses will be very visible. Refer to Kings Barton development near Winchester where solar panels are built into red tiled roofs. Previous developers in Bramley did change their design for roofs as a result of the Bramley NDP. § Support Natural Basingstoke response, also Hampshire Swifts. § Also support Urban Design comments. § Ecological reports are at least 5 years old and therefore out of date. § Note Upper Cufaude Farm SPD paragraph 8.1.8 re houses of 2 storeys only. § Clerk to submit further objections as outlined above. |

| 6. | Update on letter re Stocks Farm | |
| Cllr Bell wrote to Redrow just before Christmas, with a view to persuading to move the whole development further away from the Bramley Main Road. No reply has been received to date.
Cllrs Flooks and Tomblin wrote a letter to the Lead Flood Authority and HCC Highways highlighting the issues the development may cause with flooding on Minchens Lane and the surrounding area. The only response to date has been from Highways stating that they will look into it. |

| 8. | Local Plan Update | |
| The new NPPF has now been published, and BDC have been told that they need to increase their new housing count to 1127 homes per year, up from 828 previously.
A new call for sites has been published, the closing date for which is 17th February 2025. In the meantime, BDBC are looking at how to progress the Local Plan Update and start setting out a timeline to move forward under the new NPPF. |
