3.1 The minutes of the meeting held on 12th December 2023 2023 were unanimously agreed to be a true record of the meeting and were signed by the Chairman.  

 

3.2 Matters arising  
  The Clerk noted the resignation of Cllr Keith Oborn from the Planning Committee.  The Chairman thanked Cllr Oborn for his work on the Committee.

Construction of a battery Storage Facility with ancillary development

·         Members noted that HIOW Fire Service have not responded, and this should be chased up.

·         Impact on footpath in terms of views and user safety.  The 4 metre fence will have a huge impact on the footpath.  Noise levels right next to the footpath will also be excessive for a rural setting.  It will greatly affect people’s enjoyment of the countryside.  If there is no issue with noise levels, why is an extremely obtrusive acoustic fence being proposed?

·         HCC Countryside – holding objection.  Bramley PC note and support this objection and their comments.

·         Overdevelopment of a rural site.

·         The installation should be surrounded by concrete bunds in order to contain any discharges from firefighting solutions that may need to be deployed to avoid contamination of the local water course (Silchester Brook).

5. Water Issues  
  The recent issues at North Row and Centenary Fields due to heavy rain were noted.  Details have been passed to Thames Water.

Work on new pipe will be at least 20 months away from now.  Meeting notes as appendix to minutes.

BDBC meeting re water issues in the Bramley Ward is on 1st March.

 
6. Local Plan Update Consultation  
  The Regulation 18 consultation is now live.  This will be considered at full Council on 20th February.  Members to examine the consultation and begin formulating recommendations for a response.  The deadline for submissions is 4th March 2024.

7. Neighbourhood Plan  
  Cllr Munday to take NDP update forward in the light of the Local Plan Update consultation. Cllr Munday
8. Date of Next Meeting  
  The next Planning Committee meeting is scheduled for Tuesday 12th March 2024, to be held at the Bramley Room at Bramley Village Hall.
