3.1 The minutes of the meeting held on 12th March 2024 were unanimously agreed to be a true record of the meeting and were signed by the Chairman.

  The Meadow View planning applications will be considered by the Development Control Committee at BDBC on 10th April 2024.

a. 24/00446/FUL – Cufaude Cufaude Lane Bramley

Change of use of land from Residential to Agricultural with erection of tractor shed on site. Change of use of land from Agricultural to Residential.

·         Members request that permitted development rights are removed on the proposed tractor shed.  The land must remain agricultural.

·         Biodiversity – members would be interested in the biodiversity officers view on the migratory route of the toads.

Change of use from Class F2(A) to Class E (for bistro & farm shop use), installation of extractor vent and air conditioner outdoor units. Display of various advertisement signs and lighting.

·         Members questioned whether there is enough parking on site to cope with 48 covers and staff.  Any overspill parking is likely to use the Church car park.  Also, any waste management is likely to take up a space or two, as there is no waste management area identified.

·         The site is within 100 yards of the junction with Cufaude Lane – this could cause issues at busy times.  It is also close to the proposed development of four dwellings, which will also have a junction close to the site.

·         Members expressed concerns about smells and noise from the kitchen and extractors.

·         Access for waste collection vehicles is likely to be constricted at best.

·         If takeaway services are to be a future development, then it is likely to be very busy at times with traffic.  See previous comments, and note that the site is on the outside of a bend on The Street.

·         Note that the plans show 15 parking spaces where the documentation states 10.

·         Members would like to see some restriction on the opening hours, particularly on a Sunday.

·         Need to ensure there are adequate bins for takeaway service.

5. Water Issues  
  A resident raised concerns about the effect of the Stocks Farm development on sewerage and drainage in Bramley, and in particular the effect it might have of Minchens Barn and the surrounding area.  Cllr Tomblin summarised the current situation, both with Thames Water and with BDBC.  He advised the resident to get in touch with BDBC regarding his concerns.  The resident further stated that he felt that a survey should be taken of the pipework in the Minchens Lane area, as he is aware there are problems with the flow.  Another resident noted that the developers of the site next to Clift Surgery are having issues in routing pipework for their development.  Clerk to put Cllr Tomblin (BDBC) and resident in touch with each other.
