3.1 The minutes of the meeting held on 10th September 2024 were unanimously agreed to be a true record of the meeting and were signed by the Chairman.  

 

3.2 Matters arising  
  Cllr Tomblin noted an enforcement case for Locksbridge Farm – it appears that the garages are being built in wrong place and should be a car port in any case.  
4 Planning & Development  
4.1 New Applications  
a. 24/02041/FUL – Site At Minchens Lane Bramley

Installation of access track and associated works.

·         In order for the applicant to make this change to the original planning consent, it will mean that construction vehicles will be using more of the narrow country lanes than they would originally have been.  This access is on a narrow part of the road near a sharp blind bend, and extra traffic will cause problems.

·         The road the proposed access is on is part of a national cycle route 23.  More traffic on this will not help cyclists using this route.

·         These roads are already overburdened by recent developments in Bramley.  This will only add to the traffic.

·         The original application did identify this location as a good area for biodiversity.  How does this new application fit in with that?

c. 24/02019/OUT – Land At Goddards Farm Reading Road Sherfield-on-loddon

Outline planning (including access and strategic landscaping for approval) for up to 130 market and affordable homes, a commercial and/or community building, public open space, off-site highway improvements plus access from Reading Road.

·         There are no sustainable links between the Bramley railway station and the proposed development.  There is also no parking in Bramley for cars using the station.

·         The school will struggle with the extra intake from this proposed development.

·         The development will cause a significant increase in traffic in Sherfield, which will have a knock on effect to both the A33 and Bramley, both of which are already overloaded with traffic.

·         The Sherfield sewage plant is already struggling with the load from existing housing – another 130 homes will add to this burden.  There have already been several sewage overspills into the river Loddon this year – 28th April, 6th May, 15th July, 6th September, 23rd September, 26th September.

·         The proposals will have an adverse impact on the view from the Green in Sherfield.

·         The proposal is further erosion of the strategic gap.

·         The proposed development is outside the Settlement Policy Boundary.

·         The proposed development does not conform to the BDBC Local Plan.

d. 24/01362/RES – Land At Upper Cufaude Farm Cufaude Lane Bramley – AMENDED

Reserved Matters planning application for approval of layout, landscaping, scale and appearance for the Phase 2 residential development and Community Building and associated works pursuant to Outline planning permission: 19/00018/OUT

·         The proposed roof heights are still too tall for a rural setting.  These will give the whole estate a very urban feel.  Of particular concern are the street scenes ‘CC green connective street’, ‘DD spine road crescent’, and ‘AA – roman road’.

·         The site plan suggests that there may be access from the development onto Cufaude Lane.  If this is the case, then this should be revised.  Cufaude Lane is a narrow country lane (single track in some places) which is already overburdened with traffic.  It will not cope with extra traffic directly accessing it from this development.  It is also part of the National Cycle Route – putting more traffic onto Cufaude Lane will only be detrimental to this.

·         There is already flooding on Cufaude Lane, the source of which has not been identified.  The proposed SUDS design appears to concentrate any outflows from the SUDS ponds onto the exact area of Cufaude Lane which floods.  This needs to be amended.

·         Bramley Parish Council submitted its comments to the Planning Inspector as agreed at the July 2024 Parish Council meeting.  A decision is awaited.

 

 

 

b. APP/H1705/W/24/3348467 – Land Adjacent To Ridgewell Cufaude Lane Bramley

Application number 23/01897/FUL – Erection of 1 no. 3 bed dwelling following demolition of existing outbuildings/stables

No further comments unanimously agreed.

 
6. Water Issues  
  Cllr Bell gave a brief update.  Recent rain has had the usual effects around the parish.  This has been reported to Thames Water.  
7. Local Plan Update  
  Cllr Tomblin gave an update.  The NPPF consultation has received a high response rate which will take longer than anticipated to go through.  This may have an impact on the next stage for the Local Plan.  It is looking as though the housing numbers for Basingstoke will be around 1200, which is another 400 homes a year.  BDBC does not have the sites to cover this.  The way forward is currently unclear.  
8. Neighbourhood Plan  
  No update at present.  
9. Date of Next Meeting  
  The next Planning Committee meeting is scheduled for Tuesday 12th November 2024, to be held at the Bramley Room at Bramley Village Hall.
