3 Minutes of the Last Planning Committee Meeting  
3.1 The minutes of the meeting held on 8th October 2024 were unanimously agreed to be a true record of the meeting and were signed by the Chairman.  

 

3.2 Matters arising  
  The recent approval of the Stocks Farm reserved matters application (23/02868/RES) was noted with some disappointment.  Whilst members of the DC Committee largely supported moving the whole area of building, unfortunately this did not fall within material planning matters.  Drainage issues remain a concern, and it has been suggested that Bramley PC should write to the Lead Flood Authority raising these concerns.  Cllr Flooks to take forward.

Cllr Bell has drafted a letter to Redrow expressing Bramley Parish Council’s support of moving the whole area of building.  The Clerk advised that this would need to be approved by full Council.  Cllr Bell and Clerk to take forward.

Cllr Tomblin noted conditions 12 and 13 re archaeological works – the Planning Inspector required these should take place, and that plans to carry them out should be approved prior to commencement.  The developer wants to carry out an extensive excavation, and have done part of this already.  Current works appear to come under pre- development, and therefore is not subject to enforcement; however, the archaeological plans have not yet been approved.  BDBC officers are taking this forward.

4.1 New Applications  
a. 24/02487/LDEU – Park Gate Farm Bramley Corner Bramley

Certificate of Lawfulness for the existing use of land as residential and barn/large shed for ancillary domestic purposes in association with Park Gate Cottage.

·         No objection, but members would like to see permitted development rights removed from the barn.  Unanimously agreed.  Clerk to process.

·         Removal of the garage will mean a loss of a parking space, whilst going from 3 bedrooms to 4.  Parking standards state that 3 parking spaces should be available for a 4 bedroom dwelling.

Variation of Conditions 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13 and 18 of 21/00349/FUL (Installation of a battery storage facility with associated works) – Amendment to site layout and wording of conditions.

·         The new application does not show the new contour lines after the removal of tons of soil from site.

·         Current submitted plans do not reflect the structure as built.  The topography of the site has been radically altered from the approved plans, and does not resemble the new submitted plans, as witnessed by several hundred lorry movements removing spoil from the site.  The whole site level has been dropped.

·         Access to the site has been via a different access from what was given permission.

·         All the conditions that are being applied for removal have already been built.

·         This appeal has not yet been decided by the Planning Inspector.

 
b. APP/H1705/W/24/3350575 – Land North Of Sherfield Road And To East Of Strawberry Fields Sherfield Road Bramley

Application number 23/03051/FUL – Proposed development of 20 residential dwellings, vehicular access from Sherfield Road, public open space, landscaping, ancillary works and associated infrastructure

·         Bramley Parish Council further comments have been submitted to the Planning Inspector as agreed at the November 2024 Bramley PC full council meeting.  The appeal is unlikely to be decided before 2025.

 
6. Water Issues  
  Usual issues in Centenary Fields have been reported due to the recent storms.  Nothing further from Thames Water at this time.  
7. Local Plan Update  
  NPPF consultation results are expected before Christmas.  No further update at this time.  
8. Neighbourhood Plan  
  No update at present.  
9. Date of Next Meeting  
  The next Planning Committee meeting is scheduled for Tuesday 14th January 2025, to be held at the Bramley Room at Bramley Village Hall.
