Cllr Durrant declared an interest in planning matters due to his position on the BDBC Development Control Committee.  He took no part in any planning decisions.

Cllr Tomblin declared an interest in environmental and biodiversity issues due to his Cabinet position at BDBC.

 
3 Minutes of the Last Parish Council Meeting  
3.1 The minutes of the meeting held on 18th March 2025 were proposed by Cllr Wright and seconded by Cllr Durrant and unanimously agreed as being a true record of the meeting.  The Chairman duly signed the minutes of the meeting.  

 

3.2 Matters arising  
None.  
3.3 Outstanding actions  
·         Flagpole – the Clift Meadow Trustees are not in favour of installing and managing a flagpole at Clift Meadow.  The Clerk is enquiring with the Village Hall Trustees whether they are interested in the project.

·         The Clerk will obtain quotes for Yew hedging for the Burial Ground in the next two weeks.

4 Open Forum  
·         A resident noted a commercial vehicle that is parking on the pavement at Jibbs Meadow, mainly at weekends.  This has been raised with BDBC but has not heard back – she will chase.

5. County Councillor Report – see appendix A.

·         Nothing further to report.

 

 

6. Borough Councillor Report – see appendix A.

·         Cllr Munday reported concern about a guard dog running loose at the battery farm site, and there are gaps in the hedge that it could get through.  Cllr Tomblin noted the issue.

·         Cllr Howell noted that there a number of voluntary organisations that do not have a bank account, which makes applying for a BDBC councillor grants difficult as these require a bank account.  This was noted.

·         Food waste bins – final ‘go’ decision will be in June 2025.  Demonstrations to be done at Parish Council meetings.

 
7. Parish Environment  
7.1 Parish Green project update – work has commenced at the Parish Green .  Warning and diversion signs are in place, and the first of the ground clearance is complete.  Safety fencing has been erected around the paths.  Wood chip will be added to the paths to act as a temporary improvement to the surface whilst work is carried out.  

 

7.2 Biodiversity Action Plan – Wilder Bramley has submitted a plan for councillors consideration.

Cllr Durrant proposed deferring to May meeting, Cllr Flooks seconded, unanimously agreed.

 
7.3 Beech Farm – Cllr Bell has again written to BDBC asking when any enforcement action might be taken to improve the buildings at Beech Farm.  It was noted that there is a new planning application in for the site, which will be considered under item 9.1.  
8 Clerk’s report & Administration  
8.1 Parish magazine article – Cllr Flooks will write the article for the May 2025 issue of the Parish magazine.  Copy is due by 15th April 2025.  Cllr Oborn is due to write the article for the June magazine, which is due by 15th May 2025.

8.2 Financial Regulations – the Clerk has made the agreed recommended changes, including some recent new updates to bring them into line with current Procurement legislation.

Cllr Howell proposed adopting the 2025 Financial Regulation, Cllr Wright seconded, unanimously agreed.  Clerk to finalise and put on website.

8.3 CIL Policy – the Chairman proposed deferring this item until the May meeting.  Unanimously agreed.  
9 Planning – Cllr Durrant proposed that Cllr Flooks chair the planning section of the meeting.  Unanimously agreed.  
9.1 New Planning Applications  
a. T/00141/25/TPO – Land Adjoining 5 North Row Bramley

T1754 Tree tag: 2265 English oak: crown reduce.

·         Defer to tree officer unanimously agreed.  Clerk to process.

b. 25/00721/PIP – Locksbridge Farm Cufaude Lane Bramley

Application for permission in principle for the erection of 2 no. dwellings

·         Cllr Flooks noted the recent extensive planning history for this property.  Cllr Oborn (as a Ward councillor) has requested a meeting with the planning officer to discuss this.

·         This application includes a house that is already built, and has been built in a position that was originally granted.

·         The second dwelling being applied for is a large 3 storey dwelling, which would be out of character with the area.

·         Access is proposed to be onto a dangerous, narrow bend on Cufaude Lane, and would be unsafe for both the householder and users of Cufaude Lane.

·         Overdevelopment of the site – use refusal for previous applications for the site.

c. 25/00736/ROC – Land At Stocks Farm The Street Bramley

Variation of condition 1 (Application Plans), Condition 6 (Visibility Splays), condition 12 (BNG), and condition 13 (Trees) of reserved matters approval reference 23/02868/RES for 140 dwellings, Class E Community building, public open space, landscaping, drainage, parking, and associated infrastructure works (Part retrospective).

·         It was noted that the changes to part of the layout of the development was due to recent meetings between Redrow and Bramley PC representatives.  Bramley PC welcome this change.

·         Cllr Bell (with full email agreement from councillors) has written to the Planning Officer and senior BDBC planning officers noting that the change in layout is welcome, but that major concerns still remain about the foul water drainage.  Thames Water have now confirmed that the improvements to drainage from Bramley have been delayed until November 2025, with expected completion in May 2026.  This will have a knock on effect to the Stocks Farm development, which has conditions in place surrounding foul water drainage, which BDBC officers need to be aware of and keeping an eye on.

·         Cllr Flooks proposed ratifying the decision to write to BDBC planning officers as outlined above, Cllr Wright seconded, unanimously agreed. Clerk to send in further comment about welcoming the change of position.

d. 24/01165/OUT – Bow Brook Farm Vyne Road Bramley – AMENDMENTS

Outline planning application for the construction of 50 dwellings with all matters reserved except for access

·         Cllr Flooks advised that the new documentation supplied by the developer do not make any material change to Bramley PCs original objections.

·         However, it should be reiterated that the proposals will affect the setting of nearby listed buildings and the Conservation Area.

·         Dangers with access to be reiterated.  Highways have not yet accepted proposals.

e. 24/02924/FUL – Locksbridge Farm Cufaude Lane Bramley

Reinstate existing site access/current building works access to be used as the permanent private residential access and repositioning of outbuilding. Outbuilding to be a garage rather than the previously approved car port (part retrospective).

·         Cllr Flooks advised that due to the short deadline on this application, the decision was taken by Planning Committee members to object on the grounds of the access being on a dangerous bend, which will be dangerous to both the users of Cufaude Lane and to the householder.

·         Cllr Munday proposed ratifying the above decision.  Cllr Wright seconded, unanimously agreed.

 
f. 25/00815/PIP – Beech Farm Lane End Bramley

Application for Permission in Principle for residential development of a minimum of 5 and a maximum of 9 dwellings

·         Beech Farm is a Grade 2 listed building that has been allowed to fall into disrepair by the landowner. This application will have an overwhelming impact on the listed building.

·         Beech Farm is within a Conservation Area.

·         There are significant views both in and out of Beech Farm which would be harmed by the proposed development.  These are listed in the NDP as vista views.  They are also recorded in the Conservation Area appraisal.

·         Access via Lane End is a single track narrow road and not suitable for heavier traffic than it already receives.

·         Biodiversity – the site has developed a rich biodiversity, which would be significantly harmed by this proposal.

·         Ward councillors should be copied in on objection, and asked to call the application in.

10. Reports  
10.1 Allotments and Burial Ground

·         Grays Meadow allotments work – the fencing work is now complete.

·         Grays Meadow path work – all footpath work will be undertaken slightly later in the year.

·         2 of the 5 vacant plots at Grays Meadow have now been let, and it is hoped that the remaining 3 will be let very soon.

·         Inspections are due shortly on the plots at both sites that were given notice to improve.

 

 

10.2 Village Hall Trust – see appendix A

·         Track – Cllrs question Redrow’s plans on how to actually access the track from The Street.  Clerk to write to the Chair of the Village Hall Trustees.  Clerk also to ask planning officers about change of use of track and whether this needs planning permission.

·         Roof – is the porch roof covered by a builders guarantee?  Clerk to make enquiries.

10.3 Clift Meadow Trust  – see appendix A

·         The Clerk noted the completion of the path work, and receipt of the s.106 monies from BDBC.  She noted that the remainder of the project (£3106) should be paid from CIL funds.  Cllr Durrant proposed that this should be the case, Cllr Howell seconded, unanimously agreed.

 

 

10.4 Highways/Footpaths – the Clerk continues to chase the Rights of Way team about the Bramley Frith footpath blockage.  The latest update from them this week is that they are still chasing the land owner, and are beginning to look at enforcement action.

Speedwatch – the Speedwatch co-ordinator has been in touch with the Police & Crime Commissioner about using data from the Autospeedwatch camera.  Statutory letters are now being sent to the most persistent offenders

The Speedwatch team have applied for funding from PCC tier one list, and also  from the ASB task force for replacement SIDs.

 
10.5 Chairmans Report

11 Events  
11.1 2025 Annual Parish Meeting – Cllr Wright advised that the proposed venue for a volunteering event is going to be difficult to book due to prior bookings.  Therefore she advised holding the volunteering event next year, and booking the hall in plenty of time ahead of this.  This was unanimously agreed.

The usual format will be followed for this year.

 

 

12 Consultation documents requiring consideration  
12.1 HCC Future Services consultation – it was agreed not to submit a PC response.  Councillors to respond individually.  
13 Grant Applications  
13.1 Further grant for Church Bells appeal – Bramley PC has been asked to consider whether it wishes to give more to the Church Bells appeal, which is nearing its target.  They received a grant of £2000 in September 2024.  It should be noted that the grant would not be for the bells themselves, but for the headstocks.

Cllr Durrant proposed a further grant of £3000, Cllr Oborn seconded.  Majority in favour, one abstention.  This will qualify Bramley PC for an Inscription on one of the headstocks.  The payment will come out of CIL funding as previously.

 

 

14 Finance  
13.1 Approval of payments (see appendix C) – the Clerk has circulated the list of payments for approval for April.  Cllr Howell proposed and Cllr Wright seconded that the April 2025 payments be approved.  Unanimously agreed.  Clerk to process.

13.2 CIL Income & Expenditure update – see appendix D.

The Clerk noted that the next CIL payment is expected shortly, and will be £10,427.  She noted that more funding is expected later in the year with the commencement of building at Stocks Farm.

 
13.3 Receipts – these were noted.

The Clerk noted that the first half of the precept is due shortly, along with the Litter Warden grant and the grass cutting grant.

The 2024-25 Q4 VAT claim is also due, and will be £3,610

The next full Parish Council meeting is scheduled for Tuesday 20th May 2025.  This will include the Annual Meeting of the Council.

SIDs – The SIDs were in operation throughout March (See Table 2).

Recent Local SpeedWatch Activity – 4 manned deployments were undertaken during March. A total of 44 vehicles were reported to the Police from the 522 vehicles checked – hit rate 8%. Top speed recorded 46mph..

VILLAGE HALL TRUST

  • Permission has been given to Redrow to use the access track temporarily, subject to previously agreed conditions. Work is due to start w/b 8th April 2025
  • SSE have stated that overhead power cables will need to be removed before building work can commence at Stocks Farm. The VHT will hear from SSE in due course on this.
  • Further investigation is required on the Bramley Room roof. Quotes are being sought.
  • New sheds for Litte Apples have been erected.

 

CLIFT MEADOW TRUST

  • The alignment of the footpath and earth bank on the corner of the pavilion is complete.
  • Staged quotes are required for work on the remainder of path towards the pub.
  • Watching brief on mole activity especially near pub entrance to Clift Meadow
  • CMT are not happy with the flagpole plan especially as Pound Cottage has a flag flying within 100 metres.
  • Finances in good state and there is a suggestion that the Fete committee maintain a portion of the proceeds to minimise annual grant request to PC.
  • Cero energy grant scheme to be “tapped up” for various projects.
  • Quotes for painting both halls are coming in, plan is work will be done in August 2025.
  • Card signed for Sarah Stubbs who has resigned as a trustee after long service.

  • Update on Manydown construction

In January, Urban&Civic started work to create construction access junctions for Manydown. These two junctions are the first infrastructure works for Manydown and will allow construction vehicles to access the site.

Following the completion of work on the first access at the junction of Roman Way and Roman Road, work has now started on the second junction off Roman Road near to Roman Road roundabout.

  • New green team ‘drop ins’ on offer

Held in local community centres and halls, the ‘drop ins’ aim to make going greener as convenient as possible for people by putting free planet-friendly advice and guidance within a few steps or short cycle ride from their homes.

People who pop in will get free advice on how to save money and cut carbon. And they can also take part in sustainable craft activities like building bug hotels and upcycling waste into arts and crafts, among others.

The first ‘drop in’ took place on 3rd April at The Irish Centre and another two have already been arranged at Beggarwood Community Centre on Wednesday 30 April and Oakridge Hall for All on Monday 9 June.

Redrow have submitted an amended application – to ratify their proposal to move the built site away from the existing village house. We still have drainage and sewage concerns.

The reserved matters for phase 2 is to be discussed at the DC meeting on Wednesday 9th April

The Application for Sherfield Hill Farm will be discussed at an extra DC committee on 23rd April

  • Bramley Battery Farm

It seems that there have been noise issues emanating from the site. I am investigation this with our planning department.

  • Easter Bin collections

There will be no changes to bin collections despite the Easter bank holiday weekend. The crews will be out collecting as normal so please put your bins out on your usual collection day.

 

COUNTY COUNCILLOR REPORT

𝐔𝐭𝐢𝐥𝐢𝐭𝐲 𝐰𝐨𝐫𝐤𝐬 𝐨𝐧 𝐭𝐡𝐞 𝐡𝐢𝐠𝐡𝐰𝐚𝐲

We seem to be besieged by roadworks of late and this has resulted in a lot of irritation and quite a number of questions about why and how Hampshire County Council allow utility companies, other public bodies and development companies to work on the roads.

So, I hope it’s helpful to share this Q&A which helps explain the process for granting permission and what control Highways have over these type of roadworks:

 

𝐐: 𝐖𝐡𝐚𝐭 𝐢𝐬 𝐭𝐡𝐞 𝐇𝐂𝐂 𝐇𝐢𝐠𝐡𝐰𝐚𝐲’𝐬 𝐫𝐨𝐥𝐞?

A: The Highways team is responsible for the coordination of all works and events on the public highway in order to minimise traffic disruption. The Streetworks team also monitors utility Co’s activities on the public highway and checks active work sites and reinstatements for compliance with National specifications.

 

𝐐: 𝐂𝐚𝐧 𝐮𝐭𝐢𝐥𝐢𝐭𝐲 𝐜𝐨𝐦𝐩𝐚𝐧𝐢𝐞𝐬 𝐥𝐞𝐠𝐚𝐥𝐥𝐲 𝐰𝐨𝐫𝐤 𝐨𝐧 𝐭𝐡𝐞 𝐩𝐮𝐛𝐥𝐢𝐜 𝐡𝐢𝐠𝐡𝐰𝐚𝐲?

A: Yes, they have legal duties and rights to install and maintain apparatus on the public highway. However, they have to comply with National Specifications and obtain a permit from the County Council for planned works.

Legislation gives them legal rights to install cabinets and masts (up to 15m high) on the public highway without planning permission.

 

𝐐: 𝐂𝐚𝐧 𝐇𝐂𝐂 𝐬𝐭𝐨𝐩 𝐚 𝐮𝐭𝐢𝐥𝐢𝐭𝐲 𝐜𝐨𝐦𝐩𝐚𝐧𝐲 𝐟𝐫𝐨𝐦 𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐨𝐧 𝐭𝐡𝐞 𝐩𝐮𝐛𝐥𝐢𝐜 𝐡𝐢𝐠𝐡𝐰𝐚𝐲?

A: No, except under very specific circumstances, for example: where a utility company wants to install new apparatus on a highly important and strategic road that has been specifically designated, by law, as a protected street.

 

𝐐: 𝐖𝐡𝐚𝐭 𝐜𝐨𝐧𝐝𝐢𝐭𝐢𝐨𝐧𝐬 𝐜𝐚𝐧 𝐛𝐞 𝐩𝐥𝐚𝐜𝐞𝐝 𝐨𝐧 𝐰𝐨𝐫𝐤𝐬 𝐨𝐧 𝐭𝐡𝐞 𝐩𝐮𝐛𝐥𝐢𝐜 𝐡𝐢𝐠𝐡𝐰𝐚𝐲?

A: The County Council can place conditions on any permit application. Conditions are used to try to minimise traffic disruption. The conditions available as part of the permit scheme are not ‘free form’ and are restricted to controls over works timing, works area, traffic management type and stakeholder engagement. Conditions have to be reasonable and be able to be met by the works promoter.

 

𝐐: 𝐖𝐡𝐨 𝐝𝐞𝐜𝐢𝐝𝐞𝐬 𝐰𝐡𝐚𝐭 𝐭𝐲𝐩𝐞 𝐨𝐟 𝐭𝐫𝐚𝐟𝐟𝐢𝐜 𝐦𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 (𝐓𝐌) 𝐭𝐨 𝐮𝐬𝐞?

A: The works promoter is entirely responsible for selecting the most appropriate type of TM. They are the experts in the works they are undertaking and what the risks are. In selecting the TM type they must consider the risks to the workforce, passing traffic (including pedestrians) and relevant legislation and Codes or Practice.

 

𝐐: 𝐖𝐡𝐨 𝐝𝐞𝐜𝐢𝐝𝐞𝐬 𝐰𝐡𝐚𝐭 𝐝𝐢𝐯𝐞𝐫𝐬𝐢𝐨𝐧 𝐫𝐨𝐮𝐭𝐞𝐬 𝐭𝐨 𝐮𝐬𝐞 𝐰𝐡𝐞𝐧 𝐫𝐨𝐚𝐝 𝐜𝐥𝐨𝐬𝐮𝐫𝐞𝐬 𝐚𝐫𝐞 𝐧𝐞𝐞𝐝𝐞𝐝?

A: The works promoter is entirely responsible for selecting an appropriate diversion route. Best practice is to ensure that the diversion route uses similar roads to those closed. Unfortunately, the existing networks don’t always permit this. Diversion routes are not enforceable.

 

𝐐: 𝐖𝐡𝐨 𝐢𝐬 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐥𝐞 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐢𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐩𝐫𝐨𝐯𝐢𝐝𝐞𝐝 𝐨𝐧 𝐭𝐡𝐞 𝐩𝐞𝐫𝐦𝐢𝐭?

A: The works promoter is ALWAYS responsible for the information they supply. The County Council must assume that it is correct when assessing the permit and determining what conditions to apply.

 

𝐐: 𝐃𝐨𝐞𝐬 𝐠𝐫𝐚𝐧𝐭𝐢𝐧𝐠 𝐚 𝐩𝐞𝐫𝐦𝐢𝐭 𝐦𝐞𝐚𝐧 𝐭𝐡𝐚𝐭 𝐭𝐡𝐞 𝐂𝐨𝐮𝐧𝐭𝐲 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐚𝐩𝐩𝐫𝐨𝐯𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐰𝐨𝐫𝐤𝐬/𝐢𝐧𝐬𝐭𝐚𝐥𝐥𝐚𝐭𝐢𝐨𝐧?

A: No, the permit relates ONLY to the works and its impact on traffic. Approval for installing apparatus is given either by a utility company’s legal rights or via the local Planning Authority.

A: Yes, utility companies are allowed to use a temporary reinstatement in order to re-open a road quickly or to give them time to source specialist materials. Normally temporary reinstatements are allowed for up to 6 months, the utility company has to reinstate the original surface within that time.

A: Very well. In 2022 Over 95% of site signage and 96% of reinstatements complied with the National specifications. 97% of utility sites comply with permit conditions. 99% of utility sites were completed on time, or early.
