	Minutes of the Last Parish Council Meeting
3.1	The minutes of the council meeting on 17^th October 2023 were proposed Cllr Durrant and seconded by Cllr Flooks and unanimously agreed as being a true record of the meetings. The Chairman duly signed the minutes of the meeting.

	· Clift Meadow heat pumps – the external wiring is not to a proper external specification. New conduit has been purchased which should resolve the issue. Warranties will be maintained provided annual service is carried out. · Village Hall chairs – The Trustees have reported that the old chairs have been recycled. · Speedwatch license – the Clerk is still to make the application for this. 4	Open Forum
	Cllr Durrant asked members of the public to submit any questions they might have ahead of each agenda item.
	County Councillor Report – see appendix A. · The Roads and Street Works act 1991 means that Highways have very little say on work that utilities carry out. In case of Bramley Road at Sherfield, the necessary permissions were sought very much at the last minute due to external circumstances. Unfortunately the work does have to be carried out within a certain time limit, hence the work being carried out now. The diversion route was changed to exclude Cufaude Lane, but this does not take local knowledge and satnavs into account. Cllr Durrant noted that Bramley PC has put as much information out into the public domain as possible, and is now directing queries to the contractor. Cllr Flooks questioned why this closure and the Vyne Road closure were allowed to be scheduled for the same time. · Road improvement – £132 million has been received for road improvements – this has been diverted from cancelled HS2 project. · Budget – Cllr Vaughan stated that HCC will carry out any work they are legally required to do, will not do anything extra. This will help save money.
6	Borough Councillor Report – Cllr Robinson, Cllr Tomblin and Cllr Durrant gave a verbal report. · Manydown – Cabinet has agreed a deal to purchase land at Manydown, which should mean development there will commence soon. · Development –Land east of Basingstoke has an incoming application for 900 houses. Sherfield Hill Farm will likely have an application for 350 . these developments will greatly increase pressure on the A33 and the roundabout at Sherfield. A new junction at Whitmarsh Lane will be created for Land East of Basingstoke. Sherfield Hill Farm will include a ‘mobility hub’. It is not known what form this is likely to take. · Leaf clearing has started – the schedule is on the BDBC website – www.basingstoke.gov.uk/leafclearance · 20 community voluntary groups have benefited from grant funding from BDBC. · Scam advice – there is an old persons awareness morning on 18^th January at Popley Community Centre. · Free home energy service available through the Green Team. · Chineham Surgery – there is a proposal to move this back to Chineham. · White ribbon day – this is on 25^th November and aims to raise awareness and reduce violence towards women. · Council Tax – there is a proposed increase in Council Tax of £5 on a Band D property.
7	Parish Environment
7.1	Parish Council events – Cllr Bell has requested the British Legion Standard to be at the event. Cllr Durrant noted that RBL collection boxes would be at the event. Cllr Vaughan has requested a Chinook fly past for a number of parishes in his Ward.
7.2	Clift Meadow lights – the lights have now been installed and have been operational for a few weeks. They are on a motion sensor and therefore not on all the time. Cllrs observed that the light they give is not particularly effective. Cllr Durrant stated that there are now two choices – keep working with the developer to get another light, or accept path as it is and obtain the commuted sum for maintenance, and explore installing one or two extra lights directly, which would come out of CIL funding. A resident noted that lighting along the new path will set a precedent for considering lighting on the original path. Would Bramley PC be prepared to considered this? Cllr Tomblin proposed signing off the path and obtaining the commuted sum for maintenance. Installing extra lights on both paths can be explored at a later date. 7.3	Bramley Green maintenance – a quote has been obtained from a local contractor, which has been circulated to all councillors. The total quote is for £8,000 per year and includes a cut and collect twice a year, disposal of arisings, maintenance of a path and sightlines, replacement of up to 10 posts a year, and maintenance of the extra area by Bullsdown (next to area 4). This is notably more than has been quoted previously; however the promised service level is much higher, particularly with regard to the maintenance of the path and sightlines. Cllrs noted the following: · The posts maintenance will be handled separately. · Flexibility will be required on path and sightlines maintenance and on land east of Bullsdown. This may well need to be less often than quoted. · Yew Tree Close grass cutting needs to be included. 7.4	Update on sewerage issues – Cllr Bell has written a letter outlining the current situation to BDBC. The recent storms have caused considerable issues for properties in North Row and Centenary Fields, and residents in Sherfield are also having issues. Thames Water has stated that no new properties should be occupied in Bramley until the current planned work is complete; completion is anticipated to be in late 2024/early 2025. A meeting is planned between Thames Water and Bramley PC in early December. Report to go on PC website.	*Clerk*
8	Clerk’s report & Administration
8.1	Parish magazine article – the article for the February issue of the Parish magazine is due by 15^th January and will be written by Cllr Durrant.	*Cllr Durrant*
8.2	Biodiversity Policy – an updated version of the Biodiversity Policy has been circulated to all councillors. Cllr Tomblin proposed adopting the policy, Cllr Bell seconded, unanimously agreed. To be reviewed at least annually. Cllr Bell suggested forwarding policy as part of response to Upper Cufaude Farm reserved matters. Work on an action plan to begin in due course. Cllr Durrant thanked Cllr James and the Wilder Bramley team for their assistance.	*Clerk*
9	Reports
9.1	Planning Committee Report (see appendix B) – Cllr Flooks summarised the recent Planning Committee meeting. i. Update on Local Plan – Reg 18 consultation in January 2024.
9.2	Allotments & Burial Ground – see appendix A · Grays Meadow allotments – the Clerk noted that this land is not registered at present, and recommended that Bramley PC look into getting the land registered in the name of the Parish Council as soon as possible. This was unanimously agreed. · Tree work – Cllr Shimell has recommended that the PC engage a tree specialist to develop a viable plan for pruning the trees to the south of the Grays Meadow allotments. The trees are overshadowing some plots, giving difficult growing conditions. This was unanimously agreed. Clerk and Cllr Shimell to take forward. · Burial Ground – the current ‘rubbish’ area at the Burial Ground is clearly not working as intended. 9.3	Village Hall Trust – see appendix A. · No report.
9.4	Clift Meadow Trust – see appendix A. Cllr Capel gave a verbal report. · There has been contact from Network Rail after their recent use of the CMT car park, who want to do the same next year. This is currently under discussion. · CMT currently have a good number of hall hires.
9.5	Highways & Footpaths – see appendix A. · The roadworks and road closure of Bramley Road at Sherfield were noted. Cllr Durrant stated that there was no consultation or information received from the contractors or Highways prior to the work beginning, and that Highways has stated that it is the contractors responsibility to determine diversion routes and inform affected residents. The works have already caused considerable disruption. Cllr Durrant stated that any resident with a query should contact the contractors at info@dnoc.co.uk. Bramley and Sherfield Parish Councils continue to work together and will post any updates on their websites and social media.
9.6	Chairman’s Report – nothing to report.
10	Consultation documents requiring consideration
10.1	Police & Crime Commissioner Precept consultation – this consultation is open until 10^th December. It was agreed that members would reply individually and that the Clerk would put together a PC response – members to send their responses by the end of the week.	*All*
11	Grant Applications
11.1	Clift Meadow Trust – a grant request has been received for £660 for new goalposts at the Meadow. The intention is to provide a kicking target for those using the meadow that is not the buildings. Cllr Durrant proposed giving the grant, Cllr Oborn seconded, unanimously agreed. 11.3	Clift Surgery PPG – a formal grant request has now been received for funding to repaint the parking lines in the Surgery car park. The grant request is for £1020 inclusive of VAT. 15	Confidential Items
15.1	Local Government Services Pay Agreement – the recently published NJC pay agreement for 2023-2024 has been circulated to all councillors. It was proposed by Cllr James that the Clerk should be paid in line with the agreement, backdated to April 2023. Seconded by Cllr Oborn and unanimously agreed.

Appendix A – November Briefing notes

COMMUNITY SPEEDWATCH

Concerning speeds – There is no discernible change in the vehicle speed through the Village with approx 50% exceeding the

speed limit – The SID placed at Farriers consistently shows the V85 speed as 36 mph.

SIDs – The SIDs were in operation throughout October at various locations around the Village. See Table 1.

Recent Local SpeedWatch Activity – 4 manned Deployment were undertaken during October . A total of 41Vehicles were reported to the Police from the 502 vehicles checked – hit rate 8%. Top speed recorded 45 mph.

Equipment – A calibration check of the SpeedGun is now undertaken prior to and immediately after its use on a manned deployment. This gives the confidence that the Gun remains accurate.

The SID batteries are failing fast, I have requested a Parish Grant for replacements, anticipated cost

approx £110.

General – SID placement and manned deployments are now back to normal only subject to weather conditions

Volunteers – We could do with a few more Volunteers for the deployments, current position is that we have 9 Active members plus a number of on the list but not active members. An ad for additional volunteers went in the October Bramley Newsletter.

Going to try a couple of Manned Deployments East of Bramley Corner in November.

AutoSpeedWatch Camera – The PC gave funding approval for the AutoSpeedWatch camera. The next stage is to now apply for the Licence from Highways. This has to come from the Parish Council, however Speedwatch will offer any assistance required. A Legitimate Interests Assessment (LIA) is required prior to the operation of the camera, It is proposed that SpeedWatch produce this document and submit it to the PC for approval.

It is the intention to undertake a confidence check on the AutoSpeedWatch camera for operational

accuracy. The intention is to check accuracy against the Speedgun for which we have a means of

determining it’s accuracy.

ALLOTMENTS/BURIAL GROUND

Burial Ground

We have been looking at what to do with the current burial ground waste are. It has recently been a dumping ground, costing money for the contractor to clear the area. We have invited Wilding Bramley to look at the area and come up with proposals. Specification includes:

Provision for a couple of wheely bins – ‘garden’ waste and general waste – with suitable hardstanding to get to them. There will need to be provision in the new burial ground maintenance contract to cover emptying of these.
Removal of the current burning cage.
Eastern half of the area given over to re-wilding
Western half – ‘less permanent’ re-wilding recognising that this area may need to be taken over at some future date as an extension of the active burial area.

Allotments

Gray’s Meadow Trees – There have been a number of complaints from allotment holders concerning the amount of shading from the trees to the immediate south of the Gray’s Meadow allotments to the extent that one allotment holder moved from a plot towards the centre of the site to one at the end that is less shaded. Recently somebody on the waiting list declined an allotment in the central area of the site due to shading. Looking at the area, the main trees causing the problem are six trees (believed to be oaks but my tree recognition is not good). Of these six, five are alongside the back garden of Glebelands – the house next to the allotment entrance on Silchester Road.- and one is just beyond that back garden in the grounds of Grays House.

There are further lesser trees further east within the grounds of Grays House.

The six main trees are rooted on the southern side of the ditch but outside the hedge-line of Glebelands back garden. I have spoken to the householder of Glebelands and they claim the trees are not theirs being outside their hedge-line. However, they would have no objection if we were to trim these trees provided they were not expected to pay for the work. So far, no approach has been made to the resident of Grays House.

Advice from the BDBC Tree Officer has been sought. There are no Tree Preservation Orders on these trees but, since they are within the Conservation Area planning permission will be needed to authorise any trimming of the trees.

It is proposed that we engage a tree specialist to survey the trees along the south side of the allotment site and come up with a viable plan to trim these trees (both the six main ones and the lesser ones further along). Note that the ownership of the five trees alongside Glebeland is unclear but since the householder is not going to object to any trimming, this should not be an impediment. The residents of Grays House will need to be approached if work is to be undertaken.

Land Registration – As part of the research done into land ownership in this area, it became apparent that the land registry does not hold a register entry for the land that makes up the current allotment patch. It is worth getting this regularised. Accordingly, it is proposed that we task our solicitors with costing the work required to get the land properly registered.

St James Allotments – Our contractor has recently undertaken work to remove the hoggin laid by the developer on the hardstanding and main paths, which has proven very susceptible to weed growth. The hoggin contained a fair proportion of soil which readily turned to mud in wet weather. It has now been replaced with scalpings laid on top of a weed-proof membrane, which ought to be much more resistant to weeds and also provides a better walking surface in wet weather.

HCC budget reductions

I mentioned in my last report the steps that the county council are considering to ensure it can balance its budget going forward in the face of central government underfunding of local government. A final decision is to be made by the full county council at its meeting on 9 November. I will let you know next month about the decisions taken and further public consultations.

Update to Hampshire Minerals and Waste Plan latest

Over the next two months, an update of the Hampshire Minerals and Waste Plan is set to be considered by each of the five authorities that contribute to the plan (Hampshire County Council, New Forest National Park Authority, Portsmouth City Council, Southampton City Council and South Downs National Park Authority) to determine whether each authority agrees that further consultation can take place prior to the Plan being submitted to the Government’s Planning Inspectorate for examination. HCC’s decision will be made on 12 December. Once approved by all authorities, an eight week consultation will be launched in January 2024. The responses to the consultation are then submitted together with the Plan to the Planning Inspectorate for scrutiny. The local policies contained within the Plan guide the decisions that each of the five minerals and waste planning authorities make when determining planning applications for minerals extraction or waste infrastructure and operations.

Consultation on proposed changes to school and post-16 transport

Proposed changes to Hampshire County Council’s School and Post-16 Transport Policies are the subject of two public consultations which run until Wednesday 6 December.

The proposals have been put forward to provide more flexible transport arrangements that better respond to children’s needs, demand and external market pressures, while bringing services in line with the latest statutory guidance from the DfE. The proposals are not part of a savings programme, and do not include any proposed changes to the eligibility criteria for School and Post-16 Transport.

County Council renews commitment to Hampshire’s Armed Forces

Hampshire County Council has underlined its commitment to the Armed Forces, by renewing its pledge that serving and veteran members of the Forces, and their families, are treated fairly and are not disadvantaged when accessing public services such as education and healthcare. Hampshire has a historic and long-standing close relationship with the Armed Forces and has military facilities from all three services. Some 72,000 households in Hampshire include someone who has served in the UK armed forces.

This is poignant in this month of Remembrance.

In the aftermath of Storm Ciaran, Scottish and Southern Electricity Networks have provided some useful links in the event of future power cuts.

Any loss of supply or damage to the electricity network can report by dialling 105. You can also obtain details of power cuts and restoration times on SSEN’s Power Track Website. Their website also contains advice and information on how to deal with a power cut and there is also a webchat service.

Household Support Fund

Support from this fund has been provided to Hampshire households on 825,000 occasions since its launch two years ago. The £14.2m fund will run until March next year and has included support for community pantries and the provision of food vouchers. Details can be found at www.connect4communities.org

However, members have seen no proposals for diversion and are unaware of any permissions given, and therefore question the lawfulness of the closure. · Members noted that the drainage strategy needs to be agreed and implemented before building commences, and further noted the comments of the Lead Flood Authority. There has been flooding in recent years in Cufaude Lane. · Design Access Statement – there is nothing outlined about public transport to get to, for example, Bramley Station. · There is evidence that traffic has substantially increased on Cufaude Lane since the building and occupation of Sherfield Park and then later Vyne Park. Cufaude Lane is a single track country road and is already struggling to cope with the existing traffic. 5.	Water Issues
	Recent issues with sewerage in Bramley and Sherfield as a result of Storm Ciaran were noted. Cllr Bell has been liaising with engineers at Thames Water on the issues. He has also written a summary of the current issues which has been sent to BDBC. Cllr Tomblin has also been in touch with the engineers, who have committed to fully investigating the capacity at the Sherfield treatment works. A meeting will be set up between Bramley Parish Council and Thames Water in early December.
6.	Minchens Lane s.106 issues
	The two solar powered street lights have now been installed at Clift Meadow. Members noted that the light does not adequately cover the whole path. Clerk to take forward for the agenda for full council in November.	*Clerk*
7.	Local Plan Update
	Cllrs Harvey and Konieczko from BDBC are giving a presentation to Bramley Parish Council this week. The Regulation 18 consultation schedule appears to be on target for January 2024.
8.	Neighbourhood Plan
	No update at present. Likely to move forward once the Regulation 18 consultation on the Local Plan begins in January 2024.
9.	Date of Next Meeting
	The next Planning Committee meeting is scheduled for Tuesday 12^th December 2023, to be held at the Bramley Room at Bramley Village Hall. Meeting closed at 8.55pm.
