· Local Government reorganisation – the Government decision has been issued, and Bramley will come under a North Hampshire unitary authority consisting of the existing BDBC, Hart, and Rushmoor district councils. Work on how the transition will be handled has begun. · Local Plan status – subsequent to recent questions about the water provision to cover the uplift in housing numbers, SE Water has said that there will not be enough water. SE Water say that it will take them 10 years to provide the necessary infrastructure. The Government has told water companies to come up with a solution by September 2026. This may have a knock on effect on the Local Plan Update. |

| Bramley Green – a wildflower area has been prepared and sown on the area of the Green near Folly Lane. This will be monitored in the coming weeks. Cllr Durrant noted an area near the Barracks which is difficult to get to and therefore remains uncut.
A tenancy agreement has been received from the Wellington estate for the Bramley Green maintenance. This may need legal advice before being accepted – this was unanimously agreed. Clerk to take forward. |

| i. Review of Internal Audit 2025-26
o Accounting basis – it was noted that Bramley PC has changed it’s accounting basis to Income & Expenditure, and has therefore restated the figures for 2024-25. o Review of internal controls – it was noted that Bramley PC did not formally minute a review of internal controls with the AGAR approval. This was noted, and will be added to the agenda with the AGAR is signed off by the external auditor. o General reserve – It was noted that the general reserve of the PC (excluding CIL income and expenditure) is quite low at just over £40,000. The Clerk pointed out that Bramley PC is aware of this, and is monitoring expenditure very carefully as a result. The recent 2% increase in precept was to help mitigate this point. She also noted that many of the grants applications that might come out of precept funds are currently coming out of CIL funds due to the nature of the applications. o Earmarked reserves (EMR) – it was noted that clear EMR coding should be used within the PC accounts ledger. The Clerk is aware of this, and is now operating clear EMR coding, with EMR transfers being carried out correctly. o NEST pension – it was noted that the Clerk had queried the payment basis of pension contributions after last year, and the auditor is happy with the response. o Savings accounts – clear minutes of any transfers between savings accounts and the current account should be kept. This was noted and will be taken forward. The Clerk is to open a CCLA investment account shortly. o Publication Scheme – the recently approved publication scheme on the website does not include links to where information is published on the website. This will be rectified over summer 2026. o Digital, data protection, and IT security compliance – Bramley PC is largely compliant on most aspects of this. However, a data audit needs to be carried. This will be done as part of the update to the Publication Scheme. o Clift Meadow Trust accounts – it was noted that these have improved, but still do not follow Charity Commission guidance. The auditor recommended that the Independent Examiner of the Chairty should be checking this. Clerk to take forward. The Clerk noted that whilst there are a lot of points, most of them are fairly minor and are already being acted upon. The internal audit was very successful otherwise, to the point that Bramley PC has again received a £300 discount on the internal auditor’s bill for keeping ‘exemplary records’. Finally, the Clerk noted that the dates for the public rights period will be from 4th June 2026 to 15th July 2026. |

Water issues – Cllr Bell noted that work has been delayed on the Thames Water sewer upgrade. Work is now due to start on 23rd April and will hopefully be complete by the end of July 2026. Redrow have been made aware of this. Cllr Bell stated that the condition 27 of the planning permission for Stocks Farm should be checked with compliance officers in the light of the delay. Burial Ground – quotes are awaited for the headstone restoration work. Allotments – inspections will be this week. 2 empty plots – Cllr Howell suggested that if there are no takers, then weed suppressant should be put down for the time being. Cllr Durrant proposed the motion, Cllr James seconded, unanimously agreed. Clerk and Cllr Howell to action. Tree work at allotments – maintenance work needs to be carried out over the footpath. · The 2026 fete is on 16th May 2026. Cllr Bell proposed giving a £200 donation to CMT for raffle prizes – split over two prizes. CMT to decide, but PC must make final decision. | 10.4 | Highways/Footpaths
· The recent information on HCC road closures was noted. The Clerk has raised concerns with Highways about the inaccurate information received, where roads were stated to be closed for a week and then were only closed for a few hours. This has caused problems for the Bramley community, as well as contractors for the Solar Farm and Stocks Farm. Clerk to formally raise it with County Councillor and Highways. · The Clerk noted recent community concerns about faded white line markings around the Parish. She has raised this with Cllr Vaughan. · Yellow signs for developments – old signs need to be taken down (one for Centenary Fields). Clerk to report to Highways once information on locations is received. · Cinder Track – overhanging trees still need to be dealt with. There is a land ownership issue which is making this difficult to progress. The Clerk is going to write to Network Rail property management to try and gain some clarity on the matter. Also need to contact landowner for the footpath by the garage. Lights need to be checked – Clerk to write to Taylor Wimpey. |

| Parish Green opening event – unfortunately the poppies and bluebells have not come up very well this year due to flooding issues. Cllr Durrant suggested delaying until spring 2027. Some grass reseeding required, as well as general maintenance such as grass cutting and fallen leaf clearance.
Summer 2027 volunteering event – it was agreed that this was a good idea. This will be opened up to all organisations in the village. Cllr Durrant proposed the motion, Cllr James seconded, unanimously agreed. Cllr Wright to take forward. |

| i. Councillor Renumeration report – Cllr Durrant noted the recent report from BDBC, which has asked parish councils to consider whether they wish to offer renumeration to parish councillors. Councillors voted unanimously that renumeration would not be taken up at this time. | ||

| 14.1 | CIL Income & Expenditure update (see appendix C)
The Clerk has circulated the latest update on CIL expenditure, as well as the year-end report for 2025-26. She noted that a further £335,205 is expected from BDBC at the end of April. A number of possible projects were considered. A transfer of CIL funds will be made from the CIL account into the current account to cover CIL payments for April 2026. This will be for £9,466. |

Appendix A –Briefing notes
Community Speedwatch
SIDs – All 4 SIDs were in operation throughout March. A resident near the forge noted that the SID located at the forge has made a significant difference to the speed of the traffic.
Recent Local SpeedWatch Activity – 5 manned Deployment was undertaken during March. A total of 30 vehicles were reported to the Police from the 711 vehicles checked – hit rate 4%. Top speed recorded 42 mph.
We are seeing fewer offenders on the deployments.
Equipment
Camera AutoSpeedWatch – No issues, the camera continues to work well.
I have done some trending of the camera data and manned deployment data at the Village Hall, (see below). The graph shows the percentage of vehicles exceeding 35mph. The dotted line = trend.
PCC Grant – The grant request submitted to the PCC has been approved and I am awaiting the funds to be deposited with the PC. The money will fund a set of set SID batteries, new high viz vests and 30mph wheelie bins signs. It is of note that the PCC had given a large number of grants to SpeedWatch groups throughout the county, demonstrating the support and value of the work done by Community SpeedWatch.
PCC Equipment Grant – Still awaiting notification from the DPCC regarding the media shoot. I am somewhat doubtful if this will ever happen. I spoke to the PCC at the Road Safety Summit regarding the media shoot. She is busy.
Hampshire Police Roads Policing Inspectors and Safety Camera van Team pilot scheme – This scheme is going ahead and we will be seeing a presence of police Roadside enforcement in the coming months.
Police and Crime Commissioners Road Safety Summit – SpeedWatch attended a very well supported Police and Crime Commissioners Road Safety Summit in March. Some of the key points from the Summit:
- SpeedWatch is well supported. Bramlet Community SpeedWatch received a further grant for the purchase of equipment and 30mph wheelie bin stickers.

- Hants SNAP: A police initiative looking at public submitted dash cam/phone footage. - Illegal car meets are becoming an issue and there is a lot more to this than just kids wanting to show their cars off.

- E Scooters; as the PCC said, and I quote, “Her pain in the a**e”. Forgive the words. Hampshire is the only County with a seize and destroy policy. - A push to introduce Graduated Driving License’s for young drivers like Australia and other countries where they have been shown to reduce young driver deaths. It is being rolled out in Northern Ireland in October 2026 and will include:
- Mandatory Learning Period: A minimum six-month wait is required between obtaining a provisional licence and taking the practical test.
- Structured Training: Learners must complete a structured program of training, documenting their progress in an official logbook.
- Passenger Restrictions: For the first six months after passing their test, drivers under 24 cannot carry more than one passenger aged 14–20 between 11 PM and 6 AM, unless they are immediate family members.
- Night-time Driving: Restrictions apply to newly qualified drivers (under 24) for the first six months.
- Extended “R” Plates: The restriction period for “R” plates (restricted drivers) will increase from 12 months to 24 months.
- Motorway Access: Learner drivers will be permitted to drive on motorways if accompanied by an approved instructor.

During the Summitt I got to thank the PCC for the grant that enabled SpeedWatch to purchase the new SID’s and Laser SpeedGun which are now being deployed in the Village.

ALLOTMENTS/BURIAL GROUND
Things are starting to rev up at the allotments now Spring has arrived.
There are 5 new tenants who are very keen and have already made good inroads into cultivating their plots.
Currently we have 2 vacant plots, one at Gray’s Meadow and one at St James Park and no one on the waiting list. As people are beginning to complain about overgrown plots, we are looking to cover these plots with suppressant until new tenants can be found. One plot needs a total clearance before this can happen.
The first official inspections are beginning this month. All tenants have been emailed to inform them and what our expectations are. This will cause a bit of panic, but it will be a nudge to get everyone focussed. Several plots need work, but some extra time is needed considering the dreadful winter we have had and the ground waterlogged at Gray’s Meadow.
There is some ill-health so at least 2 plots will require some support.
There has been an issue with some allotment holders using the private drive at the side of Gray’s Meadow, to carry items to the allotments. Three tenants have been recorded and if it happens again car number plates will be taken.
Someone privately purchased a large bag of compost which was stored in the car has been taken. All tenants at Gray’s Meadow have been informed and if anything like this is purchased again, it must be labelled.
Over hanging dead branches still need to be removed at Gray’s Meadow. This was quoted for late last year.
Car park at St James
There is another car parked in the car park at St James Park, which has been there for at least 2 months. It may be owned by the same person who owned the previous car there. It might be being used as a storage facility.
Burial Ground – quotes for restoring the flattened headstones have been sought from two local stonemasons. More details are awaited.
VILLAGE HALL TRUST
- An electrical inspection has been carried out. The formal report is awaited, but informally there appear to be no major problems.
- Work to the Frith Room roof is likely to be carried out over the summer. The deposit for this work is now due.
- A fire risk action plan is being implemented.
- Income has dropped slightly in the last 12 months, and costs have increased. However, BVHT still has a small surplus in funds.
- New curtains will be fitted during the May half term week.
