3	Minutes of the Last Parish Council Meeting
3.1	The minutes of the Annual Meeting and full council meeting on 23^rd May 2023, and Annual Parish Meeting on 6^th June were proposed Cllr Durrant and seconded by Cllr Tomblin and unanimously agreed as being a true record of the meetings. The Chairman duly signed the minutes of the meeting.
3.2	Matters arising
	· Website migration – the Clerk is awaiting details on how best to migrate the email account hosting. Once this is received, it will be actioned as soon as possible. Clerk to continue chasing.			*Clerk*
4	Open Forum
	In a change to the usual forum, Cllr Durrant asked members of the public to submit any questions they might have ahead of each agenda item.
5	County Councillor Report – see appendix A.
6	Borough Councillor Report – Cllr Tomblin, Cllr Durrant and Cllr Robinson gave a verbal report. · Battery storage facility – Cllr Tomblin noted a possible new planning application for a second battery storage facility in Frog Lane, near Ash Park in Pamber parish. Cllr Tomblin noted possible fire concerns. · Cabinet is concentrating on strategy at the moment. Local Plan regulation 18 consultation is likely to be January 2024. Councillors are looking to make sure that policies are robust for the future. The Government has not yet responded with consultation results. · Climate Emergency – Cllr Tomblin has met with rangers who are working with the community. Basingstoke Green Week has just finished. In July the Green Team will be live, visiting resident with advice on how to make their properties more green. · Electric Vehicle Charging points – BDBC is looking at questions on parking restrictions and enforcement. Cllr Tomblin noted issues with EVC points for properties where there is only on street parking. · BDBC is looking at ways of minimising the BDBC carbon impact. · The Ward Councillor grant scheme is now open.
7	Parish Environment
7.1	Projects for Community Infrastructure Levy (CIL) expenditure – The Clerk has distributed a list of possible projects for CIL expenditure. Bramley FC – it was noted that to get FA funding they need to be more than a one team club, which they are not at present. There project has therefore stalled. Clerk to check when s.106 funding runs out. Cllr Durrant proposed that councillors consider at least two projects ready for discussion at the July meeting. Cllrs should look at projects that might be feasible in the near future. Longbridge Road Village Green – Cllr Durrant will put proposals forward to BDBC for consideration of land purchase.			*Clerk*
8	Clerk’s report & Administration
8.1	Parish magazine article – the next issue will be the September issue, and Cllr Capel will write the article. The deadline is 15^th August 2023.			*Cllr Capel*
8.2	Casual Vacancy update – the Clerk confirmed that an election has not been requested, and that Bramley PC are therefore free to co-opt in due course. There are currently 2 possible candidates. Co-option is scheduled for the July PC meeting.

9.1	New Applications
	i.	23/01237/HSE – 27 St Marys Avenue Bramley Erection of a first-floor side rear extension to include front dormer and rear roof terrace with fenestrations · There is no increase in the footprint of the building. · However, there is some risk of overshadowing of neighbours. · There is an increase in bedrooms from 3 to 4, so need to be aware of parking requirements. · Objection on grounds of overshadowing unanimously agreed. 	iii.	23/01294/FUL – Meadow View Sherfield Road Bramley Erection of two blocks of flats (4+3 no. flats) following the demolition of existing detached bungalow · Plans are very similar to a previous application that was rejected. · Traffic plan seems unrealistic – traffic to be generated will be more than estimated. · Sewerage capacity issues and inaccuracy in the Thames Water response should be noted. · Most previous objections still apply. · This new application will still be overdevelopment the of site. · Not in keeping with policy Neighbourhood Plan policies D1, or T2. · Access has been widened, but will still be onto a busy road. · Frontage of the front flats has been changed so in keeping with next door, but flats are not in keeping with character assessment of the NDP · There will still be overshadowing of neighbouring properties. · Objections as above and as before unanimously agreed. 	v.	23/01316/HSE – 3 The Barracks Bramley Green Erection of rear first floor extension with gable roof to match existing and single storey rear extension with lean-to roof. · Building Control should ensure that the proposals are built properly. · The building is not listed, but is on the Local List – LL/BRA/008. · There is concern that it will overshadow neighbours. 	vi.	23/01373/FUL at Land At Former Air Products Site Crockford Lane Chineham Erection of 2 no. employment units for Use Class B2/B8/E(g)(iii) together with access, parking, landscaping and associated works · Comment that solar panels would be a preferred option for power. · Note that there should be conditions for 24 hour working, given the proximity of residential units. · No objection unanimously agreed. 9.2	Other Planning Matters · Cllr Bell has forwarded his letter to new BDBC Leader re community engagement on the Local Plan.
10	Reports
10.1	Allotments & Burial Ground – see appendix A A formal opening ceremony for the St. James Park allotments is planned for Thursday 22^nd June at 6.30pm at the allotments site. Allotment holders have been invited to attend, as have all Parish Councillors. Mark Littlefield from BDBC will be attending.
10.2	Village Hall Trust – see appendix A.
10.3	Clift Meadow Trust – see appendix A.
10.4	Police & Neighbourhood Watch – see appendix A.
10.5	Highways & Footpaths – see appendix A. · The Lengthsman has been asked to provide a quotation for dealing with overgrowing vegetation around various paths and footpaths around the Parish. It is likely that any work will use up the rest of the Bramley Lengthsman budget for 2023-24. Any overspend will be referred to HCC.

11	Consultation documents requiring consideration
11.1	HCC Budget Consultation – the Clerk has distributed details of this consultation. Councillors to review and send comments to Clerk for collation and response by Monday 26^th June.			*All*
12	Grant Applications
12.1	Bramley Fireworks – a grant request has been received from the Bramley School Association and CMT for the annual fireworks event, for £2000 towards the cost of the fireworks. Cllr Durrant noted that BPC should be credited on all promotional information. There will also be funding from other sources. Cllr Capel proposed giving the grant of £2000, Cllr Bell seconded, unanimously agreed. Clerk to take forward.		*Clerk*
12.2	Friendship Walks – are grant request has been received from the Clift Surgery PPG for up to £400 for the hall hire for the Friendship Walks. Cllr Durrant proposed giving the grant of £400, Cllr Flooks seconded, unanimously agreed. Clerk to take forward.		*Clerk*
13	Finance
13.1	Approval of payments (see appendix C) – the Clerk has circulated the list of payments for approval. Cllr Tomblin proposed and Cllr Munday seconded that the June payments be approved. Unanimously agreed. Clerk to process.		*Clerk*
13.2	Receipts – the receipts were noted. The 1^st quarter VAT claim will be just under £1500.
14	Date of Next meeting
	The next full Parish Council meeting is scheduled for Tuesday 18^th July 2023, with Planning Committee on Tuesday 11^th July 2023.

Appendix A – June Briefing notes

COMMUNITY SPEEDWATCH

Concerning speeds – From SID data

Village Speeding Hot spots:

Silchester Road between Bramley Corner and Tudor Farm (Both directions)
Sherfield Road, Smithy and Farriers (West Bound).
Village Hall (East Bound)

A request was received from a resident along the Silchester to place a SID between Tudor Farm and Bramley Corner. The data from them (East and West bound) indicates that that there is a significant problem with speeding in this area (both directions). I have previously contacted a resident in the area to see if they would allow SpeedWatch to undertake a Manned Deployment from their property, despite complaining about the speeding they were unwilling to allow SpeedWatch to use their property for a

Manned Deployment.

Due to the concerning recent SID data I have contacted the Police to see if they could risk assess a location in that area to enable Speedwatch to conduct some manned deployments. The Police are currently looking into the possibility.

It is very noticeable that the road markings throughout the Village are in a very poor state and most are barley legible. Could the PC please bring some pressure to bear with Highways to re-paint as necessary.

SIDs – Both SIDs were in use throughout May at various locations throughout the Village. See Table 1.

Recent Local SpeedWatch Activity – 4 manned Deployments were undertaken during May. A total 49 vehicles were reported to the Police from the 548 vehicles checked – hit rate 9%. Top speed recorded 50mph. The driver of the vehicle recorded at 50mph was visited by the Police.

Equipment – The SpeedGun continues to be a good asset. The batteries for the SIDs will require replacing shortly as the charge capacity is reducing.

General – Village fete again was a great success.

AutoSpeedWatch Camera – As I have still not heard back from Highways I contacted Ranil regarding the issue. I have previously copied in Maxta with the response.

Cost of living support

Hampshire County Council has announced plans for how £14.2million of additional funding will be used to help local households struggling with the cost of food and energy prices. The funding is an extension of Government’s Household Support Fund (HSF) until the end of March 2024. They will continue to work closely with other local organisations including district and borough councils, education settings, charities and neighbourhood groups to ensure that eligible households receive support with food, energy and water bills and assistance with essential household items. This includes up to £200,000 of funding to provide locally-based food and energy advice services, alongside practical help with costs.

The funding allocation includes:

£800,000 to support the community pantry network and £361,000 for organisations supporting unpaid carers
£800,000 in community grants for locally based organisations to support local residents
£4,442,870 to district and borough councils to provide food vouchers and support with exceptional housing costs
£2,845,622 to schools and other educational establishments to offer support at their own discretion to families most in need
£460,000 in direct fuel support to vulnerable adults
£715,000 in food vouchers to foster carers and connected carers

Greening campaigns

More communities across Hampshire can be empowered to take positive action on climate change over the next three years, thanks to almost £0.5million of National Lottery funding awarded to the Greening Campaign, with support from Hampshire County Council. This could include improving the energy efficiency of people’s homes, reducing CO2, reducing waste, reusing and repairing, being more sustainable through locally grown produce, and providing green spaces for wildlife to thrive.

The Greening Campaign is a structured process, guiding communities to act on climate change and biodiversity locally. Guidance, based on experience gained from working with over 200 other groups across the UK, provides a blueprint for success for each step of the way, starting with motivating people in the community to get involved, through to making it fun and rewarding.

Fostering campaign

A new campaign has been launched by Hampshire County Council to encourage residents to consider fostering an unaccompanied asylum-seeking child, whose numbers are increasing locally and nationally. Fostering one of these children can be extremely rewarding – by being a positive and enabling presence to support them to access education, stability in everyday life and to become settled into a new culture and country. New support for buses

Operators of nine bus routes have secured funding totalling £3.5m from Hampshire County Council, protecting their services for the next four years. Buses locally are under pressure with bus passenger numbers locally and nationally still below pre-pandemic levels. This is making it more challenging for the operators to deliver viable services, especially when coupled with increased operating costs and driver shortages. However, the Government has extended the £2 bus fare cap to the end of October 2023, rising to just £2.50 until November 2024, so this is very much an affordable way to travel when services are available.

Rural verge cutting

Hampshire Highways have now begun their seasonal grass cutting programme. This can be an emotive subject to many, especially in the nesting season. The department work closely with the conservation charity, Plantlife UK, to ensure that their work promotes biodiversity; in particular, they try to avoid cutting grass at ecologically important times, and particularly at sensitive sites. For safety reasons however, there are some locations where roadside grass still needs to be mown in order to maintain adequate visibility and sight lines, for example on the approaches to roundabouts or at junctions. Hampshire Minerals and Waste Plan consultation

The consultation on the update to the Hampshire Minerals and Waste Plan closed at the end of January this year. The summary report on the responses can be seen at https://www.hants.gov.uk/landplanningandenvironment/strategic-planning/hampshire-minerals-waste-plan/minerals-waste-plan-partial-update-consultation . These responses are being considered and the next stage is for the Minerals and Waste Authority to publish a response.
