	Cllr Durrant declared an interest in planning matters due to his position on the BDBC Development Control Committee. He took no part in any planning decisions.
3	Minutes of the Last Parish Council Meeting
3.1	The minutes of the meeting held on 16^th July were proposed Cllr Durrant and seconded by Cllr Howell and unanimously agreed as being a true record of the meetings. The Chairman duly signed the minutes of the meeting.
3.2	Matters arising

3.3	Outstanding actions

4	Open Forum
	· A resident queried overgrown vegetation on the Cinder Track. Cllr Durrant noted that the PC contractor did clear some of the ground level vegetation to make path safe, as promised at the previous meeting. There has been nothing from HCC Rights of Way as yet – the Clerk has chased and will chase again. Cllr Tomblin noted that SINC next to the Cinder Track has ownership issues, which he is trying to track down. Until this is resolved, BDBC cannot do anything about this area.	*Clerk*
5.	County Councillor Report – see appendix A.
6.	Borough Councillor Report – Cllr Tomblin gave a verbal report. · 50 years of Basingstoke – BDBC is looking for old photos from 50 years ago when Borough was created. If anyone has any memories please contact BDBC via their website. · Top of Town – a lot of maintenance work has been carried out at the Top of Town. There will be a live music event on 28^th September. · Local Plan Update – it is at a stage where it is being prepared to submit to the Planning Inspector. However, the new Government consultation on the NPPF is likely to have an impact on this. The Borough is likely to need another 400 houses per year. · Cllr Bell asked about Manydown. Everything is ready to be signed off; however, there are issues with the Manydown companies which has slowed the process, and now HCC have also delayed matters. However, this may be resolved very soon.
7.	Parish Environment
7.1	Land purchase at Longbridge Road update – the purchase of the Village Green land at Longbridge Road is now complete, with Bramley PC taking full control of the land. Some minor clearance has already been completed, to make the site accessible for contractors, but restricting it for all other vehicles. The existing fence and fence posts will need to be removed, which will open up the land alongside the Cinder Track. The fence post removal will need to be carried out by a specialist contract as they are made of asbestos. A quote for £1600 for the post removal has been received, and it has been recommended that this happen at the same time as the removal of the fence (£650). Cllr Tomblin proposed that this work be carried out immediately, Cllr Howell seconded, unanimously agreed. Clerk and Cllr Durrant to take forward. Cllr Durrant proposed that the land be cleared completely, as it is currently very overgrown. The plan at present is to make the space accessible to all residents as open green space, with part of it set aside as a biodiversity space. It is anticipated that this work will take approximately 12-24 months. Whilst some of the cost will be met from CIL funding, grants will also be sought.	*Cllr Durrant/ Clerk*
7.2	S.106 funding update – Cllrs Durrant and Bell have been liaising with officers at BDBC to see how some outstanding s.106 funding may be spent in the Parish. There is approximately £33k earmarked for sports and leisure facilities, which is likely to be used for new changing room facilities at Bramley Football Club. A further £7700 earmarked for play spaces and approx £2800 for open spaces may be used towards the playground surface at the Clift Meadow playground. However, so far two very expensive quotes have been received for this. Just to do the in between spaces will cost approx. £16k. Alternative projects are being considered. A possible open space expenditure project would be straightening the path near the Pavilion – Graham Auld to obtain quotes.
7.3	Bramley Green ditches – the Clerk noted that it has become apparent that the ditches at Bramley Green need to be cleared and widened to their original width. This will need to be carried out over the summer. Two quotes have been received. After some discussion, it was proposed by Cllr Bell and seconded by Cllr Wright that quote 1 from R C Saunders would be accepted, and that the spoil from the ditch clearance should be used to build up the bunds on the Green side of the ditch. The total for this work will be £3600+VAT. This was unanimously agreed. Clerk to take forward. Cllr Durrant further proposed that a community spring bulb planting event should be organised to help replace the bulbs that will be buried. 8	Events
8.1	VE day 80^th Anniversary – Cllr Bell asked Councillors whether Bramley Parish Council should hold an event in 2025 for the VE day 80^th anniversary, similar to that this year for D-Day commemorations. A beacon lighting event with people bring their own food and drink for a picnic was suggested. Cllr Bell noted that the Pageant Master has suggested a beacon lighting at 9.30pm, with an anthem to be played earlier. Cllr Tomblin suggested handing event management over to local cadet groups and open it up to the wider population. Tabled for future discussion.
9	Clerk’s report & Administration
9.1	Parish magazine article – Cllr Oborn will write the article for the November issue of the Parish magazine. Copy is due by 15^th October. Thanks to Cllr Munday for copy for the September edition, and Cllr Durrant for the October edition.	*Cllr Oborn*
9.2	Audit update – the Clerk reported that she has received the external Audit information back from BDO. Bramley Parish Council has been given a completely clear audit, with no supplementary questions from the external auditor. Details are on the PC website.
9.3	Parish Council insurance – the Clerk has received the renewal documentation from Clear Insurance. She reported that the renewal figure of £1470 remains competitive, and that public liability insurance for the newly purchased Village Green is included in this figure. 10	Reports
10.1	Planning Committee (see appendix B) – Cllr Flooks noted the recent planning committee meeting. i. August planning decisions – Cllr Flooks noted the August planning decisions, which were made by email due to the summer recess. Cllr Munday proposed ratifying these decisions, Cllr Wright seconded, unanimously agreed. ii. NPPF consultation – Councillors have met recently to discuss the PC response to this consultation. Another meeting is required to finish the work, which is scheduled for this week. The Clerk will submit the response when complete, and by the 24^th September deadline. iii. Neighbourhood Plan Update – nothing to report.	*Clerk*
10.2	Allotments and Burial Ground – Cllr Howell gave a verbal report. · Some of the allotment plots at Grays Meadow have been cleared and reallocated. The hedging work is complete, and the path clearance is also done. Cllr Howell is due to meet with the Clerk and Cllr Durrant in the near future to discuss a way forward for the allotments.
10.3	Village Hall Trust · The kitchen refurbishment is complete. · The fire alarm work is complete. · Redrow are still using the Village Hall access track to access the Stocks Farm site. This will change once the proposed access via the ‘Selworthy’ site is opened up in the autumn.
10.4	Clift Meadow Trust – Xmas tree – CMT are looking at planting a tree – it will cost around £2k. This will be for the Xmas lighting event. Next Trustees meeting is next week.
10.5	Highways/Footpaths – the Clerk reported that various roadworks are being carried out at present. Some are on behalf of Gigaclear, and some are carriageway patching work on behalf of HCC Highways. Notices go on the PC Facebook page as the Clerk receives them. There has been some issues recently with roadworks on behalf of Gigaclear. These have been reported to Gigaclear, who has assured Bramley Parish Council that they will try to avoid such issues in the future.
10.6	Chairmans Report – nothing to report. Cllr Durrant invited Howell to give an update on the Bramley Show. Cllr Howell reported that the Show was very successful, with a good number of residents attending from across the community and competing in the Show. She thanked the PC for its support.
11	Consultation documents requiring consideration
	None.
12	Grant Applications
12.1	St James Church – Cllrs considered whether to increase the previously agreed £2000 grant towards the restoration of the headstocks for the Church bells. Cllrs voted that this should come from CIL funding, and that the grant should not be increased. Cllr Tomblin proposed the motion, Cllr Munday seconded, unanimously agreed. 12.2	Clift Meadow Trustees – CMT have requested at grant for £923+VAT for the installation of outdoor power sockets for outdoor events. These will be on Brocas Hall. Cllr SH proposed giving the grant, Cllr JW seconded, unanimously agreed. Clerk to process. This grant will come from CIL funding.	*Clerk*
12.3	Wilder Bramley – Wilder Bramley have £280 unspent grant funding from January 2024. This was made for the Greening Campaign, which ultimately did not receive the hoped for resident support. Wilder Bramley has insurance as a charitable organisation, which is now due. The cost of this insurance is £281. They have asked that the Greening Campaign funding be diverted to pay for the insurance. Cllr Flooks proposed agreeing reallocation of grant funding, Cllr Tomblin seconded, unanimously agreed. 13	Finance
13.1	Approval of payments (see appendix C and D) – the Clerk has circulated the list of payments for approval for both August and September. The August payments were agreed via email. Cllr Howell proposed and Cllr Bell seconded that the August payments approval be ratified, and that the September payments be approved. Unanimously agreed. Clerk to process.	*Clerk*
13.2	CIL Income & Expenditure update – see appendix E.
13.3	Receipts – these were noted. The Clerk noted that the second half of the precept (£43k) is due at the end of September, and that a VAT claim for approximately £4800 will be submitted at the beginning of October. CIL income is also expected in early October, although the amount has not yet been confirmed.
14	Date of Next meeting
	The next full Parish Council meeting is scheduled for Tuesday 15^th October 2024.
15	Resolution to exclude press and public from items that may require discussion of possible legal and financial proceedings
	Cllr Munday proposed the motion, Cllr Wright seconded, unanimously agreed. The public and press left the meeting.
16	Confidential Items
16.1	Councillor sabbatical – Cllr James has been offered and accepted a 3-6 month post in Portugal. Cllr Tomblin proposed that Cllr James be granted a formal sabbatical from Bramley Parish Council for this period. Cllr Howell seconded, unanimously agreed.

COMMUNITY SPEEDWATCH

SIDs – The SIDs were in operation throughout August. (See Table 2)

Recent Local SpeedWatch Activity – 4 manned Deployment were undertaken during August. A total of 53 vehicles were reported to the Police from the 569 vehicles checked – hit rate 9.3%. Top speed recorded 50 mph. 1 vehicle was recorded at 50 mph on The Street. The Vehicle driver has been visited by the police.

Indeed panoramic view 1 shows the flood sign on the road. o The proposed development is adjacent to existing housing, and takes away the panorama from the nearby footpaths. o It is questionable that there will be facilities at the Bramley sub-station to allow connections for this and other proposed battery installations until 2030. o Any contamination from a possible fire at the site will go straight into the water course, as no bunding to prevent this is proposed. o Members noted concerns about the fire safety of such installations. o Objection unanimously agreed. 5.1	APP/H1705/W/24/3342479 – Meadow View, Sherfield Road, Bramley Application number 23/02946/FUL – Erection of 2no semi-detached 2no bedroom bungalows and creation of a new access following the demolition of an existing green house · Bramley Parish Council submitted its comments to the Planning Inspector as agreed at the July 2024 Parish Council meeting. A decision is awaited.
6.	Update – Stocks Farm reserved matters application – 23/02868/RES
	Cllr Tomblin reported that the developer has made direct contact with him in his Borough Council ward councillor capacity, and that he and Cllr Flooks will be meeting with the developer to discuss various issues on 12^th September. In the meantime, various residents and interested parties have made representations to the Planning Officer about the water and drainage issues both on site and in the general area.
7.	Water Issues
	Cllr Bell gave a brief update. Work on the improvement works to the Bramley SPS1 sewer pipeline is due to start no later than early June 2025, and is due to be complete by mid-November 2025. Sherfield is having issues with sewage flooding, which is down to damaged pipes. Thames Water are looking at methods of repairing the pipes to resolve the problems.
8.	NPPF Consultation – Update
	Councillors met recently to put together the Bramley PC response to this consultation. The response is about half way through and needs more work. After some discussion, it was agreed that a second meeting with all councillors should be scheduled to complete the consultation response. Clerk to take forward.	*Clerk*
8.	Local Plan Update
	No update at present. Further review may be required in the light of the new Government’s requirement for more houses to be built.
