3.1 The minutes of the council meeting held on 15th July 2025 were proposed by Cllr Durrant and seconded by Cllr Howell and unanimously agreed as being a true record of the meeting.  The Chairman duly signed the minutes of the meeting.

7. Parish Environment  
7.1 Expenditure on Granary ditch reinforcement – the Clerk circulated details over the summer recess of urgent ditch reinforcement work that was carried out near The Granary.  Expenditure of £1,850+VAT was agreed via email.  Cllr Durrant proposed ratifying this expenditure, Cllr James seconded, unanimously agreed.

The Clerk noted that a full structural survey of the Granary may be necessary as cracks in the ground indicate that there may be some slippage.  Clerk to investigate.

7. Parish Green project update

·         Work continues to try and get the grass in the green areas established.

·         A footbridge from the Parish Green leading into The Smithy has recently been completed, and has been favourable received by the community.

·         Work on the paths should be complete by the end of September.

·         Cllr Durrant proposed planting some bluebell bulbs under the trees, and some limited daffodil bulbs around the edge of the Green.  Cllr Wright seconded, unanimously agreed.  Planting is to be carried out by the Cubs and Squirrels towards the end of September

·         Cllr Wright suggested an Easter/spring equinox event to formally open the Parish Green, to be held just before the Easter holidays.  Cllr Wright to put together proposal.

7.3 Bramley Green maintenance review – general maintenance at Bramley Green has gone well this year, with the arrival of a much more reliable contractor.  The first cut was carried out on time, despite the inclement weather, and sight lines have been maintained over the summer.  The second and final cut is due in the next week.  Some concern has been expressed about a possible fire risk, given the dry grass and the very dry summer we have had.

i.            Wild meadow flower area – It was agreed in June to take forward the wild flower area by Folly Lane.  Cllr Durrant proposed that a test area as outlined in the initial proposal should be planted this year ready for next spring, with a view to expanding the area if successful for the 2027 season.  This was seconded by Cllr James and unanimously agreed.  Clerk to take forward with Wilder Bramley.

8 Clerk’s report & Administration  
8.1 Parish magazine article –  the Clerk has written the article for the October issue of the Bramley Magazine.  Cllr Tomblin is due to write the article for the November magazine.  Copy is due by 15th October 2025.

8.2 Policy Review – the Clerk has reviewed the Standing Orders, and these are with the Chair for further review.  A final copy will be ready for discussion and adoption at the October meeting.

8.3 IT review – the Clerk reported that the existing tablets for councillors are upgradeable to Windows 11, and that this should be done over the course of the next few weeks.  The Clerk will be in touch with councillors individually to organise.  She noted that support and updates for Windows 10 will cease on 14th October 2025.

The Clerk’s laptop cannot be upgraded to Windows 11.  It is important that the main working machine for the Parish council should be as up to and as secure as possible.  Cllr Flooks proposed that the Clerk should upgrade her laptop up to a budget of £1000 as soon as possible.  Cllr Wright seconded, unanimously agreed.  Clerk to take forward.

Allotments mobile phone – it was noted that the allotments inspection app will need to be installed on a phone.  Cllr Howell carries out the inspections, which means using the Clerk’s phone will not be suitable.  It was suggested that a separate phone be purchased solely for the use of whoever has responsibility for the allotments.  This would have the app installed on it, and the number could be given as a direct contact to allotment holders.  The cost would be around £100 for the phone, and then either a monthly package, or pay as you go for calls and data.  Cllr Bell proposed moving forward with this proposal, Cllr James seconded, unanimously agreed.  Clerk to take forward.

8.4 Parish Council insurance – the Clerk has received the PC insurance renewal documentation.  The recommended policy is underwritten by Ecclesiastical Insurance, who are specialists in the charity and community sector.  The quoted cost is £1509 for the year.  However, the Clerk is awaiting update paperwork to confirm that the fidelity insurance is increased to £500,000.  This will mean an increase to £1748 for the year.  There may also be a small adjustment to allow for the new footbridge at the Parish Green.

Cllr Durrant proposed accepting the insurance as outlined, Cllr Wright seconded, unanimously agreed.  If the final renewal figure is very different from that quoted, the Clerk will contact councillors.  The insurance renewal is due on 1st October 2025.

9. Reports  
9.1 Planning Committee – see appendix B.

Cllr Flooks reviewed the recent planning meeting.  Cllr Flooks proposed that the decisions reached be ratified, Cllr James seconded, unanimously agreed.

·         Bow Brook Farm – Cllr Bell noted the deferral of this application by the BDBC Development Control Committee, due to concerns about the safety of the proposed road access and footpath.  Cllr Bell has written to the Head of HCC Highways and others expressing Bramley Parish Council concerns.  The HCC Ward Councillor, Cllr Vaughan was also copied in and has supported Bramley PC comments.

·         Stocks Farm – Cllr Bell and others are meeting with Redrow later this week to raise a number of concerns with the current construction, in particular concerns surround access to the site, construction traffic, sewerage, and resident privacy during the build period.

·         Beech Farm PIP application for 9 houses has been refused.

 

 

9.2 Allotments and Burial Ground

·         Three existing plot holders are giving up their plots – one at St James Park, and two at Grays Meadow.  The two people on the waiting list will be contacted this week.

·         It has become apparent that some work on trees on the northern edge of the allotments (by the main footpath) are in need of some urgent work.  In particular, there is one oak tree that looks as though it may be diseased, and the advice sought has recommended that a full arboricultural survey is done on this tree.  An estimate of other work that needs to be carried out is awaited.  Not all the trees are on the allotments side of the boundary, and dialogue has already been opened with the neighbouring property owners.

 

 

9.3 Village Hall Trust – see appendix A

·         There are three possible new Trustees, one of who has expressed an interest becoming Treasurer.

·         Roof works above the Bramley Room and other areas is now complete.  Further work is required above the Frith Room, and it is anticipated that this will be done in the summer of 2026.

·         Access path to Stocks Farm – Redrow have stated that they have hit complications, and will not be able to open up the access at ‘Selworthy’ for another 4 months.  The Chair is discussing this with Redrow, and it will be brought up at the PC meeting with them later this week.  Lorries using the Village Hall access track are causing major traffic delays.

·         Little Apples has expressed concern about early years education might work in Bramley in the face of a possible 650 extra homes.  Discussions are ongoing about this.

 

 

9.4 Clift Meadow Trust  – see appendix A

·         CMT are in the process of applying for a grant from the BDBC Local Infrastructure Fund.  One of the notes in the application state that they wish to understand why some or all of the project is not being covered by Parish Council CIL funding.  The grant is for path and the tarmac apron improvements, the cost of which will be around £60k.  Cllr Durrant noted that any CIL funding would be dependent on what the next tranche of CIL income will be.  This is due in October 2025.

·          CMT finances are looking healthy.

·         Both halls have been redecorated over the summer.

·         Tree planting – a horse chestnut is being donated by relatives of the Clift family.  There will be a ceremonial planting 10.30 on 22nd November, at which the Clift family will be represented, along with CMT and members of the Parish Council.  It was suggested that the nearby bench should be refurbished in time for the ceremony – Clerk to take forward.

9.5 Highways/Footpaths

·         Clerk to report overhanging trees on the Cinder Track to Rights of Way team to get them pruned so that street lights can be seen.

 

 

9.6 Chairmans Report – Cllr Durrant thanked Graham White for his work with Speedwatch.  Graham gave a brief verbal update (see appendix A).

Roll of honour – Cllr Durrant noted that the Clift Brothers should be added to the Roll of Honour for their contribution to the Bramley community.  Debbie Grey should also be added for her work with the Toad team and on biodiversity.  Cllr Durrant prop, Cllr James seconded,  unanimously agreed.  Clerk to investigate replacement Honours Board.

12.1 Annual Fireworks event – a grant application has been received from the Bramley School Association for £2000 towards the cost of the annual fireworks event.

Cllr Durrant noted that this would be a good candidate for a CERO grant.  Cllr Durrant to send details to BSA rep.  Cllr Durrant and Clerk to take forward – Bramley PC will ensure that funds are with BSA in a timely fashion.

12.2 Speedwatch insurance – the renewal documentation has been received for the Speedwatch insurance, which will be £361 for the next year.  Cllr Flooks proposed that Bramley PC pay the insurance, Cllr Howell seconded, unanimously agreed.  Clerk to process.

13 Finance  
13.1 Approval of August payments (see appendix C)– the August payments were approved via email during the summer recess.  Cllr Wright proposed ratifying this decision, Cllr Howell seconded, unanimously agreed.  
13.2 Approval of payments (see appendix D) – the Clerk has circulated the list of payments for approval for September.  She noted that an amended invoice is expected imminently for the air pump work at Cross House – this invoice is expected to be around £10300 inc VAT and will be due immediately.  Cllr Wright proposed and Cllr James seconded that the September 2025 payments be approved.  Unanimously agreed.  Clerk to process.

The Clerk confirmed that a VAT claim for April to July 2025 has been submitted for £11,506.

16 Confidential Items  
16.1 Local Government Services pay agreement – the recently published NJC pay agreement for 2025-2026 has been circulated to all councillors.  It was proposed by Cllr Durrant that the Clerk should be paid in line with the agreement, backdated to April 2025.  Seconded by Cllr Howell and unanimously agreed.

Appendix A – September Briefing notes

COMMUNITY SPEEDWATCH

SIDs – The SIDs were partial in operation throughout August due to holidays. New SIDs have been in use.

The SID positioned towards Bramley Corner monitoring traffic coming into the Village has some very concerning readings.  69% of Vehicles are speeding, multiple recordings of over 80mph, the V85 figure being 39mph (action should be taken if this exceeds 35mph for a 30mph zone).  I have received complaints from residents in this area about the speeding, their concerns are justified.  Could the PC please take this up directly with the Police?  Even reestablishing the pinch point would be of some assistance.

 

Recent Local SpeedWatch Activity – 4 manned Deployments were undertaken during August.  A total of 9 vehicles were reported to the Police from the 538 vehicles checked – hit rate 3.5%.  Top speed recorded 43 mph.

A resident has kindly offered Speedwatch to use of their front garden to undertake manned deployments from,(between Tudor Farm and Bramley corner).  The location offers Speedwatch a safer location than the one just along the road.  We undertook a deployment at the new location on 27th August, and recorded 8 hits on what was a very low vehicle rate only 87 vehicles recorded.  Hopefully we can continue to use this location going forward.

Traffic volumes have markedly reduced since the school holidays have commenced.

I have sited a SID in Kirby Drive to get some data to support the local resident’s effort in getting a 20mph Zone instigated in the area. Will report finding next month.

 

Equipment

  • AutoSpeedWatch Camera – No issues, the camera is working well. I have been advised that despite what I reported last month the police are making visits to the top 3 most prolific speeders (most times recorded on camera) each month.  This hopefully will drive down repeat offenders.
  • PCC Equipment Grant – I will be contacting the PCC so she can do her media shoot once I return from holiday in September.

BOROUGH COUNCILLOR REPORT 

On 26th September there will be a Borough special exceptional full council meeting where the proposal for Local Government Reorganisation will be put it forward and if agreed sent to the Government. We believe that the option proposed for four unitary councils in Hampshire with the Northern one made up from Basingstoke, Rushmoor and Hart as the best for residents as it will be closer to the people than other proposals. This proposal would provide a new council of the right size giving better choice, more local than a greater Hampshire proposal set out by the County Council but big enough to deliver the services we all need.

Food waste bins have been delivered, please report any missed bin deliveries to the Basingstoke and Deane Contact Centre. The scheme starts on 1st October 2025 and the food waste will be collected as part of the weekly refuse collection on the usual date unless you have received a letter to the contrary (generally “small lanes” routes).

With regards to the Local Plan, the draft Reg 18 site selection strategy was scrutinised by the Environment and Infrastructure Committee. Bramley Housing requirement has been considered and reported as a need of 85 homes over the plan period (up to 2042). The number is determined by calculating the proportion of homes needed in the borough with Bramley’s contribution pro rata against Bramley’s size. The calculated number then is reduced by the extra houses Bramley has taken in recent years producing the number 85.

Who Looks After Our Roads? A Quick Guide for Hampshire.

Whether it’s potholes, flooding, broken streetlights or overgrown hedges — knowing who to contact makes all the difference.

Here’s a breakdown of who’s responsible for roads in our area, and how to report issues quickly and effectively:

  • Hampshire County Council – Responsible for most roads across Hampshire (excluding motorways and trunk roads).
  • Hampshire Highways Reporting Portal:https://www.hants.gov.uk/transport/highways
    • Report issues like potholes, drainage, trees, or street lighting
    • Report road defects, street furniture issues, or traffic signals
    • Report maintenance concerns or view their strategy
  • National Highways – Handles motorways and major trunk roads like the M3, M27, M271, M275, A303, A36, A34, A3 and A31 west of Cadnam.

Hampshire Faces Major Funding Cuts Under Government’s ‘Fair’ Funding Review

There is a risk to Hampshire from the Government’s review of local government funding. Essentially this takes money from rural areas in the South and passes it to urban councils, particularly those in the North and Midlands.

So, despite the really great work we are doing to improve our finances the Government’s transfer of funding to the cities and the north will just undo all the good we are doing.

Hampshire County Council has now responded to the Government’s Fair Funding Review 2.0—and we’re sounding the alarm. The proposed changes to how councils are funded could leave Hampshire significantly worse off, with many councils across the county facing real-terms cuts.

What’s happening? The new formula underestimates Hampshire’s needs and overestimates how much we can raise through council tax. It risks deepening our financial deficit and reducing vital services.

The numbers speak for themselves:

  • Hampshire County Council: funding drops from £338.9m in 2025/26 to £291.1m in 2028/29—a loss of £47.8m.
  • East Hampshire: down £1.3m
  • Eastleigh: down £1.6m
  • Hart: down £1.4m
  • Test Valley: down £4.4m
  • Winchester: down £2.1m

Even councils seeing small increases—like Fareham (+£2.1m) or Havant (+£1.3m)—won’t escape the pressure, as overall resources shrink and demand grows.

We’re calling for:

  • Fairer service formulas that reflect real demand, especially in rural areas.
  • Use of actual council tax levels—not national averages—when calculating funding.
  • Reform of the New Homes Bonus to support infrastructure for growing communities.
  • A funding floor that protects councils from falling below sustainable levels, indexed to inflation and population.

Why it matters: Without urgent changes, Hampshire’s councils could struggle to deliver essential services—especially for vulnerable residents. We’re urging the Government to rethink and deliver a formula that’s truly fair for all.

This application will be decided upon at the BDBC Development Control Committee (DCC) meeting on 10th September 2025.  Bramley Parish Council objected to the application, and Cllr Malcolm Bell will be speaking at the DCC meeting to support this objection.

It was agreed that the presentation will expand upon the points made in the Bramley Parish Council objection, particularly those surrounding road safety and heritage aspects.  Cllr Bell to submit a written version to DCC members ahead of the meeting.

·         This appeal has been linked with the appeal for the same property detailed above.  It is still awaiting the Planning Inspector’s decision.

·         Thames Water has been working with 3West on proposals for Bramley Meadow.  Thames Water has stated that the existing network will be unable to cope with the demands of the new development.  It should be noted that the figures quoted do not take into account the new houses at Stocks Farm and Bow Brook Farm.  Awaiting comments from Bramley PC contact at Thames Water.

·         Scheduled November 2025 upgrade to the existing system has been delayed until at least May 2026.

 
8. Local Plan Update  
·         The allocation for Bramley for the next period of the plan will be 85, but this will drop to 25 if Bow Brook Farm is approved.  Cllr Tomblin noted that this does not seem in line with what has been allocated to other nearby parishes with similar issues with development.  He is questioning this at Borough Council level.
