| 8.3 | Parish Council insurance – the Clerk has circulated details of the Parish Council insurance renewal. All details are much the same as last year, with one notable exception; the Fidelity insurance needs to be increased to reflect the increased CIL funding the Council is handling. The Clerk has sought a quote to include Fidelity insurance of £1million. This has not increased the premium quoted, of £1861.

Cllr Howell abstained, and Cllr James voted against. | |
| 12.2 | Bramley Volunteer Drivers – a grant request for £2,200 has been received, to cover the cost of Experian Plus. This is required because In August 2025, BVD were informed that the company managing their DBS checks had suffered a data breach, compromising the personal records of 19 of their drivers. This breach puts affected drivers at risk of identity theft, financial fraud, and unauthorised use of their personal data.
In response, and to help protect their drivers in the immediate aftermath of the breach, a 12-month subscription to Experian Plus was secured (provided by Good Neighbourhood Network), which enables ongoing credit monitoring and alerts on searches associated with their names. This has provided strong, proactive protection for drivers during a vulnerable period. This subscription has now come to an end, and BVD are seeking funding to renew this cover for a further 12 months to ensure its drivers remain protected against the ongoing risks resulting from the breach. Cllr Bell proposed giving the grant, Cllr James seconded, unanimously agreed. Clerk to take forward. |

ALLOTMENTS/BURIAL GROUND
Allotments
- A challenging season with the extreme heat.
- All plots let but several are under observation. One tenant under a notice to improve by the end of September.
- Potentially a few vacant plots from January.
- Renewals to go out in December.
- A very short waiting list at present.
- Notice boards are still being planned.
- Progress being made on registering the allotment land
- Al though all plots are let there are a few that have challenges eg. Ill health, change of job, new tenants not quite on top of growing.
- One tenant is on notice to improve by the end of September.
- It is very likely the shared plot 24 might become available next year.
- There is an issue with the weeds on the path which are getting worse. Jo dealt with the maintenance section earlier this year but that is not really possible for the paths. The paths are full of loose stones which are a minor trip hazard and getting worse.
Burial Ground
- Rat holes filled
- One grave that had been laid down is being restored
- Flowers stolen from grave
- Two benches need work to keep them from degrading
- Plans for the burial ground area will be shared at the October meeting
VILLAGE HALL TRUST
The September meeting highlighted the following:
- Maintenance is ongoing. The hot weather did not help
- Several things have been highlighted that need addressing soon
- Painting and decorating throughout
- Air conditioning. Hirers struggled with the heat. Should fans be purchased and will look at the possibility of getting an air source heat pump.
- Solar panels may need upgrading
- Consideration for updating the lights in the main hall, depending on cost.
- Wasps have been dealt with
- Repairs to fascias complete.
- The power cuts have put pressure on the hall. Generators have been hired to cover bookings at the BVH cost and this is especially annoying when the planned cut is cancelled but the generator already hired.
- Updating the constitution.
- Advert of a new trustee being pushed
- A plea for people to attend the Community Day on October 3rd at Clift Meadow.

Highways Information
New Forest wildfire and the A31 closure – A vehicle fire near Poulner Hill on 9 August spread into the central reservation and surrounding New Forest heathland. The A31 was closed in both directions between the M27 and Ringwood while firefighters tackled the incident and National Highways assessed and repaired the road.
More than 120 firefighters were involved during the response. A five-mile water pipeline supplied around 1,300 litres of water a minute, while police drones helped crews monitor hotspots and flare-ups. Residents and motorists were repeatedly asked to keep access clear, avoid narrow Forest lanes and follow the official diversion via the A326, A35, A3060 and A338.
After almost two weeks, the A31 reopened. National Highways resurfaced the carriageway, installed 800 metres of new safety barrier and replaced 1,500 metres of boundary fencing. Temporary speed and lane restrictions remained while fire-damaged structures were protected and the emergency compound was cleared.
The reopening was a major relief for residents, businesses and motorists. My sincere thanks go to Hampshire and Isle of Wight Fire and Rescue Service, the crews who came from across the country, National Highways, Forestry England, the police, council teams, commoners, volunteers and everyone who supported the response. More than 100 hectares were affected, and the recovery of heathland, habitats and ancient trees will take many years.

Hampshire and the Solent
Bringing more power and responsibility home
The Government has announced proposals for what it describes as the biggest transfer of power, funding and responsibility from Westminster in a generation. The direction is welcome: decisions should be made closer to the communities they affect, with local leaders given the flexibility to deliver rather than having to navigate repeated Whitehall approvals and short-term funding pots.
The proposals include:
- Mayors retaining a share of locally raised business rates from April 2027, followed by a share of income tax from 2028, with safeguards for areas with weaker tax bases.
- Greater local control over buses, integrated ticketing and commuter rail, with fewer Whitehall approvals for locally funded transport projects.
- Control over employment support and 16–19 skills funding so training can better reflect the needs of local employers and young people.
- More influence over housing, regeneration, affordable homes and development corporations.
- Greater coordination of health, policing, fire, education and support for young people, with more scope to pool budgets and invest in prevention.
The Government has also committed to improving council financial sustainability, including reform of the services placing the greatest pressure on local budgets: adult and children’s social care, homelessness and SEND. A detailed public-service reform white paper and fiscal-devolution roadmap are expected alongside the Budget on 28 October.
Hampshire and the Solent’s Combined County Authority already covers Hampshire, Portsmouth, Southampton and the Isle of Wight and has secured a £1.3 billion investment fund. We believe the mayoral election should be brought forward from 2028 to 2027 so residents can choose a directly elected regional voice as these new powers begin to take effect.
Children and Young People
A new three-year plan for SEND support
Hampshire County Council and NHS Hampshire and Isle of Wight have developed a new three-year plan with parent and carer forums, schools, education settings, health and social-care professionals and voluntary organisations. The aim is that every child receives the right support at the right time, wherever they live in Hampshire.
The plan includes:
- Earlier access to locally based specialists, including educational psychologists, occupational therapists, speech and language therapists and specialist teachers.
- More SEND provision in mainstream schools and greater consistency from early years through to age 25.
- Investment in local provision so more children can attend school in their own communities.
- A stronger voice for children, parents and carers in shaping services and resolving issues earlier.
Government funding of £9 million will help launch the new Experts at Hand service, giving education settings faster access to specialist support and advice. The plan is an important starting point, but success must be measured by the real experiences and outcomes of children and families.

Results-day support through Hampshire Futures
We wished everyone receiving A-level results well and shared Hampshire Futures advice for anyone whose results were not what they expected. A disappointing set of grades does not close off the future: careers advice, employment, apprenticeships and alternative routes remain available, and Plan B is still a plan.

Waste and Recycling Safety
Please recycle batteries and vapes safely
A recent fire in a Test Valley refuse-collection vehicle is believed to have been caused by a vape placed in household waste. Nobody was injured, but Hampshire and Isle of Wight Fire and Rescue Service had to attend. Lithium-ion batteries can ignite when crushed during collection, putting crews at risk and damaging vehicles.
- Never put batteries, vapes, mobile phones, laptops or other electrical items in household bins.
- Recycle batteries at participating supermarkets, retailers or Household Waste Recycling Centres.
- Take vapes to participating retailers or Household Waste Recycling Centres.
- Take phones, laptops and other electrical items to a Household Waste Recycling Centre.

Local Services and Business
Business-rates relief for pubs and live music venues
Eligible pubs and live music venues can receive 15% business-rates relief from 1 April 2026; the relief may not apply automatically, but any business that believes it qualifies and cannot see the relief on its bill should check the criteria and apply. The Government has also announced 20% relief from 1 April 2027, with detailed eligibility expected in the next Budget.

| 3.2 | Matters arising | |
| Number 14 bus route – Cllr Flooks has attempted to register for one of the online consultation sessions offered by HCC. However, they have replied to say that the sessions are only for the residents in Longbridge Road at this stage, as it is an early engagement exercise designed to hear from residents of Longbridge Road who would be directly impacted by the proposed bus service. They have ignored the point that Bramley Parish Council owns the land at the end of Longbridge Road and would therefore be affected by any change to the bus service affecting Longbridge Road. |

| 6. | Water Issues | |
| Cllr Bell has queried with Thames Water if any work is scheduled to improve capacity at the Sherfield sewage treatment works – their reply is as follows:
‘There are no plans to increase this capacity, although there’re projects underway, which look at the flows coming into site and what’s being discharged out of site. The Wastewater Asset Assurance Programme (WAAP) project is to ensure compliance with the existing effluent discharge consent and improve storm tank compliance,’ This response has been submitted to officers at BDBC. Cllr Bell is meeting with his Thames Water engineer contact on 21st September. |
||
| 7. | Local Plan Update | |
| BDBC has published the following statement:
‘The Local Plan Draft Spatial Strategy (Regulation 18) process brought to light significant issues concerning the provision of the strategic infrastructure required to support the higher level of growth now required by Government. In particular, the capacity and resilience of the borough’s water supply system has been brought into question. The council is now working closely with the relevant partners to fully understand the implications of the emerging water supply constraints for the borough and the draft Local Plan. In late August 2026, the Government responded to the MP for Basingstoke’s concerns about water supply and the impact on the Local Plan timetable.’ |
||
