| · Cllr Bell wrote to Borough Ward Councillor Tomblin and the BDBC Head of Planning about concerns on sewerage issues. These have been acknowledged, but no further communication has been received. Thames Water contacts have been passed to BDBC. | ||

| · A representative from Wilder Bramley thanked the PC for collaborating with Wilder Bramley previously. She brought up the Wilder Bramley Biodiversity Action Plan and whether Bramley PC is going to take it further. Cllr Durrant stated that Bramley PC plans to continue working with Wilder Bramley. Practical measures will take priority over paperwork.
· Bramley Green management – a representative from Wilder Bramley raised that the management of Bramley Green needs to be reviewed. Cllr Durrant stated that Bramley PC has reviewed management, and will continue with the current management plan, including the notices on the path during the summer. He noted that Bramley PC also supports wilding measures at Clift Meadow. |

| 6. | Borough Councillor Report
· Local Government reorganisation goes to consultation tomorrow. · Local Plan Update Regulation 18 consultation should go live by the end of November. · Cllr Munday asked how Local Government reorganisation will impact the Local Plan Update. Cllr Durrant replied that at the moment, this is unknown, and will depend on how the reorganisation looks once the decision is made. The Government will not be making the decision on the reorganisation until January. · There is some uncertainty on the ownership of some land adjacent to the West of Upper Cufaude Farm site. Cllr Oborn is investigating. · Cllr Durrant noted that the Bramley Meadows land is not currently in the Local Plan Update as a strategic site. This will be reviewed and may change. |

| 7.1 | Bus shelters near Campbell Road roundabout – the Clerk noted an HCC grant scheme for Parish Councils to install or improve bus shelters in the Parish. Bramley PC own three – one at Bramley Green, which is brick built, and two near the Campbell Road roundabout, which are built from wood. These last two might benefit from improvement.
Cllr Durrant noted that parishes in receipt in CIL funding may be looked upon less favourably. Cllr Durrant suggested getting a contractor to carry out a survey on the Campbell Road bus stops to see if they are still structurally sound. This was unanimously agreed. Clerk to take forward. It was suggested a bus shelter near the Church might be helpful. Clerk to make enquiries. |

i. Code of Conduct – the Clerk has circulated this existing Code of Conduct. This remains in line with the BDBC Code of Conduct, which was last updated in 2022. No changes were recommended. | 8.3 | Engagement of Internal Auditor – the Clerk has circulated details of Do The Numbers Ltd, who is the existing Internal Auditor. The Clerk recommended re-engaging them for the 2025-26 internal audit.
After some discussion, Cllr Wright proposed engaging Do The Numbers Ltd as the internal auditor for 2025-26. Cllr Flooks seconded, unanimously agreed. The letter of engagement was duly signed. Clerk to process. |

| 8.4 | Bramley Magazine funding and distribution – Bramley PC has funded the printing and distribution of the Bramley Magazine to Vyne Park residents, at a cost of £1490 for 10 issues. Some limited positive feedback is beginning to be received by the Clerk and some councillors.
Cllr Bell proposed continuing funding and distribution of the Bramley Magazine until April 2026, and a further review in March 2026. Cllr Oborn seconded, unanimously agreed. Clerk to let editors know. |

Erection of replacement porch to front; erection of replacement porch to rear with pergola; Increase size of existing aperture to Living room to allow for installation of new doors to rear. Replacement door · The erection of replacement porch to the rear south with a modern flat roofed porch is in no way in keeping with the building. It is of modern design and completely destroys the outline of the grade II listed building. · Looking at the drawing, having an end wall at the end of the Pergola is not in keeping with the house. · Conservation officer to be involved. · Objection as outlined above proposed by Cllr Bell and seconded by Cllr Wright and unanimously agreed. | ii. | 25/02501/ENSC – Land West Of Minchens Lane Bramley
Request for a Screening Opinion for residential development of up to 100 no. dwellings, open space, landscaping and servicing
· Sewage – The present proposed upgrades do not take into account any further housing west of the pumping station on Sherfield Road. Lack of capacity. · Transport – This is an isolated site with proposed access onto a narrow village road. The suggestion that there will be pedestrian and cycle connectivity will be impossible without extensive widening of the existing lane which has passing parts for present vehicles using the road. If the suggestion is just a right turn out of the site, this will cause traffic to hit the C32 and there will be even more queuing to cross the railway which has very long downtime for the heavy train schedule. There will be considerable danger to pedestrians using footpaths along Minchens Lane. With the existing housing that has been agreed, Stocks Farm, the highways are at more than planned capacity. · Lack of infrastructure in the village to support any more development. It is a completely isolated site away from the facilities of shops. The present shop on the highway but 100 meters from the railway crossing on the C32 is completely inadequate and with parking on the pavement to access the shop, not only causes a highway problem but can cause queuing of traffic across the railway from the west.
Environmental impact assessment is required. Whilst reading the requirements for such an assessment, the developer is ignoring the actual impact this development will have on the Area, mainly Bramley. Full EIA required particularly as several constraints have already been identified by consultees. The motion to request and EIA was proposed by Cllr Munday and seconded by Cllr Wright and unanimously agreed. Clerk to take forward. |

T1 – Yew – Crown reduce by Approx.30% – This will be achieved by removing Approx. 1.5-2m of branch length. Leaving the tree at a final height of Approx. 6m and a lateral spread of Approx. 4m. G1 – Horse Chestnut and Oak on Northern boundary – Crown raise up to 5m – removing secondary growth only. · Defer to tree officer proposed by Cllr Wright, seconded by Cllr Bell and unanimously agreed. · Recent issues with solar farm site traffic were noted. The Clerk and Borough Ward Councillors are all in regular communication on behalf of the community with enforcement officers, Cero Generation, and the contractors. Any infractions of the Traffic Management Plan should be reported to the Clerk, who will pass them on to the relevant authority. · Cllr Howell noted parked traffic in Minchens Lane, which is causing major problems for the surgery. Clerk to report to enforcement officers and Highways. · A ‘No Access’ sign in Sherfield was suggested to help deter solar farm site traffic from coming in from the east – Clerk to make enquiries with Cllr Vaughan and Highways. · The closure of Silchester Road in December was noted. |

| 14.5 | Clift Meadow – tarmacked area in front of buildings – the Clift Meadow Trustees have received a quote for a tarmacked ‘apron’ area to cover the sweep in front of the Pavilion and Brocas Hall. This would make the outside much more versatile, particularly in the summer months. The quote for this work is £28,347.

Appendix A – November Briefing notes
COMMUNITY SPEEDWATCH
SIDs – All 4 SIDs were in operation throughout October.
Recent Local SpeedWatch Activity – 2 manned Deployments were undertaken during October. A total of 10 vehicles were reported to the Police from the 200 vehicles checked – hit rate 5%. Top speed recorded 40 mph.
I have been informed that the Police are issuing letters and paying visits to persistent offenders based on data collected from the camera.
Equipment
Camera – AutoSpeedWatch:
No issues, the camera continues to work well.
New SIDs are working well. All SIDs are now charged by solar.
I have done some trending of the camera data and manned deployment data at the Village hall, (see below). The graph shows the percentage of vehicles exceeding 35mph on a monthly basis. The dotted line is the trend, which is showing a slight decline.
PCC Grant – Maxta has forwarded onto me an application form for a PCC Grant award in support of road safety. I will look at this and see if there is any scope for Speedwatch to submit a grant application. Any grant awarded will be paid direct to the PC.
PCC Equipment Grant – Still awaiting notification from the DPCC regarding the media shoot.

ALLOTMENTS/BURIAL GROUND
2025 has been quite eventful.
Waiting list – At the time of writing we have 4 vacant plots with 2 people on the waiting list. One is ready to go but the other may wish to take one on at the moment. There has been an article in the latest edition of the Bramley Magazine about the allotments and this may generate some interest, although it is not the best time of year to take on an allotment.
Padlocks – These have been updated with new codes. Instructions for changing the codes are filed so these can be changed more regularly.
St James Park – There are 3 tenants whose plots are not up to standard. They have been contacted but have not yet responded.
It has been noted that the grass divisions on each plot at St James Park are growing and consequently the strips are widening. This means that the actual growing plots are shrinking. One person took responsibility for keeping all the grass mown but he has now left. Clear instructions need to be given to tenants regarding their responsibility in this.
There has been a quotation for the weeding of the paths. There is no easy solution to this and it might mean physically pulling them up. Salt is a natural option for killing them. There are various piles of weeds around the gate (presumably taken from the paths). This is the Parish Council’s responsibility and we need to have a way of removing them.
Gray’s Meadow – There has been a lot of work done to upgrade this area and it is looking much smarter. Two people have given up their plots and these will need re-digging ready for a new tenant. As yet there is no one on the waiting list for any of these.
We are still waiting for the diseased oak tree survey. There are 3 oak trees overhanging the allotments and footpath, with several dead branches and this need looking at urgently as they could be a danger to walkers on the public footpath and allotment holders.
Inspections – These are carried out regularly. Once the phone and software is active it will be much easier to log. Hopefully this will also generate letters which will save time.
Communication. It can be a challenge contacting tenants as few respond to emails. Checks need to be made to make sure we have their correct contact details. If there is no response to 2 emails letters should be sent home, which takes time.
A WhatsApp Group will be a much more effective way of communicating with tenants as very few seem to engage with Facebook and the group will only be for active tenants, making it more secure and private.
Renewals – This year there will be a new contact and tweaks to the Ts and Cs. These will be issued with the renewal notice with the new rent demand.
VILLAGE HALL TRUST
- A possibly large honey bee nest in the air conditioning for the Main Hall has been causing problems. This is being looked at as a matter of urgency due the Main Hall being used every day by Little Apples
- Fire safety checks were carried out and passed during the Autumn half term.
- There are unexpected issues with the roof above the Frith Room, which will need to be addressed in the coming year. This may necessitate a grant application.
CLIFT MEADOW TRUST
- Finances are in a good state although the Hall and grounds income only just covers expenditure.
- A minimum bank balance of £20,000 was deemed appropriate.
- Hoping for CIL finding for new kitchens.
- Few minor maintenance issues in hand.
- Trees affecting Granary roof to be cut back (completed)
- Firework display a resounding success and should give CMT £4,250
- investigate a storage facility for leftover stock from event.
- Clift tree planting on 22 Nov @ 10:30, and the memorial bench has been refurbished.
- Christmas tree lighting up 5 Dec from 17:30.

Highways Information
MAJOR M27 CLOSURE – PLAN AHEAD THIS CHRISTMAS & NEW YEAR
If you’re travelling over the festive period, please take note of the dates for the closure of the motorway between Southampton and Portsmouth:
The **M27 will be fully closed in both directions between Junctions 9 (Whiteley) and 11 (Fareham)** from **8pm on 24 December 2025 until 4am on Sunday 4 January 2026**.
This closure is essential to install a brand-new four-lane underpass using an innovative engineering technique that avoids months of disruption later. But it does mean **serious delays are expected** if you don’t plan ahead.
**What you need to know:**
– Full closure J9–J11 in both directions.
– Diversion via the A27 (expect heavy traffic, especially 10am–4pm daily).
– Exit available: westbound at J11 (Fareham/Gosport) and eastbound at J9 (Whiteley/Park Gate).
– No westbound entry at J11 (towards Southampton/A32) and no eastbound entry at J9 (towards Portsmouth).

I know this will cause significant inconvenience, and we thank local communities and road users for their patience while this vital work is carried out. This short closure for the innovative work will save months of additional disruption, lane closures and congestion.

Parish Council Bus Shelter Grant Scheme
Hampshire County Council has launched a new grant scheme to help Parish Councils replace or refurbish bus shelters – making them more attractive, visible, and welcoming for passengers.
Funded through the Department for Transport’s Bus Service Improvement Plan (BSIP) 2025/26 Bus Grant, this scheme is all about improving local infrastructure and encouraging more people to use public transport.
Who can apply? Parish Councils that own and maintain existing bus shelters.
How much is available? Up to £15,000 per shelter site – for either refurbishment or installation of a new shelter at an existing site.
When to apply? Applications are open now and must be submitted by 28 February 2026. Awards will be made on a rolling basis from early 2026.
Parish Councils will need to provide quotes from commercial suppliers as part of their application.

Southern Water hosepipe ban lifted from 31st October
Southern Water has confirmed that the hosepipe ban is lifted from31st October 2025. Thank you to everyone who played their part in conserving water over the summer months—it really made a difference in protecting our precious chalk streams and keeping supplies flowing.
While restrictions are no longer in place, I’d encourage us all to keep up good water-saving habits where we can. Every drop saved helps build resilience for the future.
2026 County Council Elections
The Times has reported that leaders of the Devolution Priority Programme areas are calling for a further postponement of County Council elections, currently scheduled for May next year.

To be absolutely clear: we have not requested any delay to elections, nor have we had conversations with Government about one.
When we spoke to a Times journalist, we made it clear that Hampshire is not part of any discussion about postponement. we am only aware of the idea through colleagues elsewhere. It is therefore disappointing that the article suggests that we have asked for further postponement.
Our position is straightforward: we have not, and will not, ask for an election postponement.
Ultimately, this is a decision for the Government. Last year’s delay was to enable devolution, which is now substantially complete. It was the Labour Government that subsequently imposed Local Government Reorganisation.
This is their project, their timeline, and their decision as to whether they can deliver what they want with or without elections.
County Councillor Grants
The County Councillor Grant scheme is operating once more, with a lesser amount of £5,000 and new criteria as follows:
Hampshire County Councillor Grants – Updated Criteria (September 2025) – Following a comprehensive review, Hampshire County Council has revised its County Councillor Grants Scheme to reflect budget constraints and improve effectiveness. Key changes include:
- Reduced Allocation: Each County Councillor now has an annual grant budget of £5,000, down from £8,000.
- Eligibility Restrictions:
- Grants are only available to organisations, not individuals.
- Organisations cannot apply for the same projectin consecutive years.
- Applications must demonstrate community benefit, especially if from religious or statutory bodies.
- Funding Limits:
- A maximum of £1,000 per projectis now in place.
- Grants for seasonal or time-specific eventsmust be awarded before the event date.
- Transparency and Branding:
- All funded projects must acknowledge County Council supportin promotional materials.
- Application Assessment:
- Previous grant awards (from the last two years) will be considered during evaluation.
- Preference may be given to organisations without access to other funding sources.
These changes aim to ensure the scheme remains fair, transparent, and aligned with the Council’s strategic priorities while managing financial pressures.
