h. 23/02003/RES – Land At Upper Cufaude Farm Cufaude Lane Bramley – AMENDED

Application for reserved matters approval of layout, landscaping, scale and appearance for the Phase 1A residential development, the spine road and associated works pursuant to outline planning permission 19/00018/OUT

·         Proposed dwellings look very urban, with little barn hipping, 3 storeys on some, and slate roofs, none of which are in keeping with the more rural aspect of Bramley Parish which this estate will merge into and be part of.

·         The spine road surrounds the whole proposed estate.  It is difficult to judge whether this is suitable without seeing the overall plan for the whole development rather than just this section.  By approving the spine road as proposed, are the remaining sections of the development being approved by default?

·         Bramley PC are aware of the proposed footpath closure from 20th November.  However, members have seen no proposals for diversion and are unaware of any permissions given, and therefore question the lawfulness of the closure.

·         Members noted that the drainage strategy needs to be agreed and implemented before building commences, and further noted the comments of the Lead Flood Authority.  There has been flooding in recent years in Cufaude Lane.

·         Design Access Statement – there is nothing outlined about public transport to get to, for example, Bramley Station.

·         There is evidence that traffic has substantially increased on Cufaude Lane since the building and occupation of Sherfield Park and then later Vyne Park.  Cufaude Lane is a single track country road and is already struggling to cope with the existing traffic.  Measures need to be taken to avoid increasing the traffic on Cufaude Lane.

·         Further objections as outlined above unanimously agreed.  Clerk to process.

A meeting will be set up between Bramley Parish Council and Thames Water in early December.
