2. Election of Chairman

Cllr Durrant stood down as chairman, and Cllr Bell took over the meeting in his capacity as Vice-Chair.  Cllr Tomblin proposed that Cllr Durrant be elected Chairman, seconded by Cllr Flooks.  Agreed unanimously.

Cllr Durrant took over as Chairman and continued the rest of the meeting.

 
3. Election of Vice-Chairman

Cllr Tomblin proposed that Cllr Bell be elected Vice Chair.  Seconded by Cllr Durrant and agreed unanimously.

5. To appoint representatives to committees and other organisations, as follows:  
         i.            Planning Committee

b.       Committee Chairman – Cllr Bell proposed that Cllr Flooks continue as Chairman of the Planning Committee.  Seconded by Cllr Capel and unanimously agreed.

Cllr Tomblin proposed that Cllr Shimell continue as the Allotments and Burial Ground representative.  Cllr Oborn seconded, unanimously approved.

 
     iii.            Community Speedwatch Liaison

Cllr Tomblin proposed that Cllr Munday act as the PC liaison for the Community Speedwatch Team.  Cllr Durrant seconded, unanimously agreed.

 
 

 

   iv.            Basingstoke & Deane Association of Parish & Town Councils representative

Cllr Bell stepped forward as the PC representative to BDAPTC.  Unanimously agreed.

 
       v.            Hampshire Association of Local Councils (HALC) representative

Cllr Bell stepped forward as the PC representative to HALC.  Unanimously agreed.

 

 

 

     vi.            Clift Meadow Trustees representative

Cllr Capel agreed to continue as the PC representative to Clift Meadow.  Unanimously agreed.

Cllr Oborn agreed to continue as the PC representative to the Village Hall.  Unanimously agreed.

 
6. Resolution that all Councillors be authorised to sign cheques/authorise online payments

Cllr Durrant proposed the above resolution, which was seconded by Cllr Flooks and was unanimously agreed.  Clerk to amend the bank mandate as necessary.

7. Appointment of Responsible Financial Officer

Cllr Durrant proposed that the Clerk Maxta Thomas should continue as the RFO.  This was seconded by Cllr Capel and unanimously agreed.

 
8. Review of Standing Orders and Financial Regulations

The Standing Orders and Financial Regulations were both reviewed in the Summer of 2022.  The Clerk confirmed that there have been no recommended changes from NALC since then.  Cllr Durrant proposed accepting the Standing Orders and Financial Regulations, Cllr Capel seconded, unanimously agreed.  Clerk to update and publish accordingly.

It was noted that a Cllr Expenses policy was required.  Clerk to take forward.

3.1 The minutes of the full council meeting on 18th April 2023 were proposed Cllr Tomblin and seconded by Cllr Bell, and unanimously agreed as being a true record of the meeting.  The Chairman duly signed the minutes of the meeting.  

 

3.2 Matters arising  
  ·         HCC s.106 funding – the Clerk has distributed the results of a recent Freedom of Information request to HCC re outstanding s.106 funding.  This has been distributed to all councillors for consideration.

·         Coronation commemoration – possible wall plaques have been identified and considered.  Clerk to distribute again for further opinion.

·         AutoSpeedwatch – Cllr Vaughan to speak to CSW team re licensing issue.

·         AQ Monitor – Cllr Tomblin to check ownership of a pole near the school for AQ monitor.

·         Kirby Drive green space – Cllr Tomblin has spoken to BDBC officers re Kirby Drive.  There are no plans for adoption at present, it is up to Taylor Wimpey.

·         CIL projects – to be on June agenda.

·         Beech Farm Cottages – recent vandalism at this site was noted.  Cllr Durrant and Cllr Tomblin to talk to BDBC officers re Beech Farm maintenance.

4 Open Forum  
  In a change to the usual forum, Cllr Durrant asked members of the public to submit any questions they might have ahead of each agenda item.  

 

5 County Councillor Report – see appendix A.

Cllr Tomblin raised a question about potholes.  How does one find out if a pothole has been reported?  Cllr Vaughan responded that the HCC Highways reporting system should be checked.  Clerk to place reporting procedures on website and social media.

6 Borough Councillor Report – Cllr Tomblin and Cllr Durrant gave a verbal report.

·         Cllr Tomblin was re-elected as Ward Councillor

·         Mayor – New mayor is Cllr David Leeks.  Deputy is Dan Putty.

·         Leader – New Leader is Paul Harvey of the Independents, Deputy Leader is  Gavin James of the Lib Dems.  The administration will be a coalition.

·         Cllr Tomblin has the Cabinet portfolio for Climate Emergency and Environment.  He is no longer on any committees.

 

 

7 Parish Environment  
7.1 Community Engagement – newsletter – awaiting quote from Greenhouse Graphics and magazine for newsletter being distributed in parish magazine.  Clerk to follow up.

Cllr Tomblin noted that finding volunteers to distribute may not be as difficult as first thought – he has already had one person volunteer.

Cllr Bell suggested a PC open day/evening.

8.2 Casual Vacancy update – the Chair noted the recent resignation of Steve Day from the Council, and thanked him for his work as a Parish Councillor.  The Clerk noted that the statutory notice period for a casual vacancy is almost complete, and if an election is not requested, then the PC will be free to co-opt a new councillor in due course.

9.2 General Planning Matters

·         The recent DC approvals for Bramley Garage and Land adjacent to Surgery were noted.  Cllr Bell has forwarded information on to Thames Water about the conditions imposed – both applications have a condition of no occupation until drainage improvements have been put in place and signed off by Thames Water and BDBC.  Cllr Tomblin noted that it is critical to involve the Thames Water engineer at this stage with any application so that he is aware of the conditions being placed on any approvals.  Cllr Flooks noted that similar conditions have been placed on Stocks Farm approval, although not quite so strong .

·         Sewerage issues – technical approval for a Program of Works will hopefully be in place by July at the latest, but the engineer has no control over timescales – Bramley Garage.

·         MB noted Manydown delay due to agricultural concerns.  Noted a basic misunderstanding in reporting on the subject.

·         Clift Meadow lights – a new solar light has been proposed by Persimmon to replace to existing non-functional lights.  BDBC has raised concerns about their robustness.  Clerk to take forward.

·         Centenary Fields – Cllr Tomblin has visited Centenary Fields with two representatives of Bewley and a resident with regards to resolving the issues with public open spaces, planting maintenance, and adoption.  It was a positive meeting, and Bewley will regularly update residents.

10 Reports  
10.1 Allotments & Burial Ground – see appendix A

i.            St James Park allotments update – Persimmons work on the allotments is now complete, and the lease has been completed.  Bramley PCs contractor has completed work to prepare the plots for cultivation and install the new water trough.  Plots have been offered and accepted, and are now beginning to be cultivated.  There is still some outstanding work, particularly the car park gate, but this is now completely in the control of the PC rather than the developer.  An opening ceremony is planned in the near future.

ii.            Burial Ground – water table measuring apparatus are still in place.  Clerk to contact contractor to arrange fresh monitoring.

10.6 Chairman’s Report

Cllr Durrant noted recent communication with BDBC officers as to whether Stocks Farm and other recent planning approvals would count towards the 5 year housing  land supply.  A definitive answer has not yet been recieved, but the initial response indicates that they don’t.

12 Grant Applications  
12.1 Bramley PPG Craft Group – grant request for startup funding – this grant request is for funding towards start up materials (£300) and equipment (£200).  The Clerk noted the previous grant towards hall hire.  Cllr Durrant proposed giving the grant, Cllr Capel seconded, unanimously agreed.  Clerk to take forward.

12.2 Bramley Village Hall – grant request for replacement kitchen – the grant request is for £4000 towards the cost of a new kitchen by the main hall.  Other grant funding is being sought from other sources.

Cllr Durrant proposed granting £4000, Cllr Bell seconded, unanimously agreed.  Clerk to take forward.  Cllr Durrant noted that if other funding falls short then BVHT should get back in touch with Bramley PC.

The grant is to come out of CIL funding.

12.3 Clift Meadow Trust – grant request for replacement tables at Brocas Hall – this grant request for £1076 is to replace the old heavy tables at Brocas hall with new, much lighter tables.  The existing tables will be retained for use at outdoor events.

12.4 Clift Meadow Trust – grant request for a dishwasher at the Pavilion – this grant request of £350 is for a replacement dishwasher in the Pavilion, to replace the existing dishwasher which was donated by a resident.  This is now beyond economic repair.

12.5 Ratification of funding for Bramley Youth Club – the invoice for the first half year funding for Youth Club workers has been received, and needed to be processed urgently since it was submitted later than usual.  The spend has been agreed in the budget.

Cllrs favourably noted the ongoing increase in attendees – 35–40 young people a week.

Cllr Durrant proposed ratifying the grant payment of £6470, Cllr Bell seconded, unanimously agreed.

 
12.6 Clift Meadow Trust – grant request for a Heat Pump – a late grant request has been received from CMT for £8000 towards the cost of a high efficiency heat pump for the halls at Clift Meadow, to help improve sustainability and reduce fuel bills in the medium to long term.

It was noted that this project will fall within the requirement for CIL funding.  Some funding has already been obtained from National Grid.

Cllr Bell asked how unit would be protected against possible damage from footballs, etc.  Cllr Oborn and Graham Auld confirmed that some sort of defence would be needed, and that CMT are looking at this.

Cllr Tomblin enquired what the projected saving is on electricity?  Cllr Oborn responded that it may not save money immediately, but the heat pumps will use a third as much electricity than the current set up.

Cllr Tomblin asked if the halls will be warm enough in winter.  Cllr Oborn stated that they should be, as the heat pump being purchased is appropriate for the size of buildings.

Cllr Bell proposed giving grant subject to appropriate protection from vandalism and theft.  Cllr Durrant noted that any such damage would be covered by CMT insurance.  Cllr Tomblin seconded, unanimously approved.  Clerk to process and check mechanisms for PC purchasing directly given the National Grid grant.

Appendix A – May Briefing notes

 

COMMUNITY SPEEDWATCH

Concerning speeds – The SIDs and manned deployments located at The Smithy/Farriers have highlighted this area (West Bound traffic Flow) as another speeding Hot Spot.

SIDs – Both SIDs were in use throughout April at various locations throughout the Village. See Table 1.

Recent Local SpeedWatch Activity – 4 Manned Deployments were carried out during April, 3 at The Smithy and 1 at Strawberry Fields. The Details of 55 vehicles were passed onto the Police. Max speed recorded during the deployments was 46mph. A total of 491 vehicles were checked during the deployments.

Equipment – The SpeedGun continues to be a good asset.

General – Nothing to report.

AutoSpeedWatch Camera – .As I have still not heard back from Highways regarding my follow up email to their response I have lodged a formal complaint with them regarding their lack of response. As they failed even to respond to my formal complaint about not responding I wrote to our MP, whom I have had a response from. He has informed me that he has raised this issue with the Director of Universal Services at Hampshire County Council directly. I await further response.

 

 

ALLOTMENTS/BURIAL GROUND

All the plots at St James with the exception of one have now been let and the new allotment holders are getting to grips with their new plots.  There is one expception who has not responded to any emails he has been sent.  Accordingly, a letter was written to him on 7th May to the address we hold on file.  A response is awaited.

Gray’s Meadow plots – there is one vacant – plot 8a.  It has been offered to the next person on the waiting list on 9th May by email but no response so far.  This will be chased when Cllr Shimell returns from holiday.

 

 

 

VILLAGE HALL TRUST

  • Main Hall floor refurbishment will commence on 24th July for 7 working days.
  • Income is higher than this time last year due to more hirers. However, expenses are also up, mainly due to gas charges and cleaning.
  • The fire alarm system will need to be replaced soon as it will be soon be considered obsolete by the Fire Service. Grant funding will be required for this.
  • Kitchen project – a grant request has been put in to Bramley Parish Council.
  • The Village Hall Trustees AGM will be on 3rd July 2023.

  1. Pot holes

Potholes and other road defects are one of our biggest issues locally so I thought I would update you on what is happening. As I’ve said before, the weather this winter had the worst possible combination of prolonged heavy rain and sub-zero temperatures.

Despite last summer’s drought, we started the winter season with groundwater levels in Hampshire higher than normal. The repeated cycle of rain > freeze> rain > freeze created the perfect environment for potholes to form, and in addition the prolonged periods of heavy rain have kept groundwater levels exceptionally high resulting in localised surface water flooding, and this is despite HCC’s efforts to keep roadside grips, gullies and drains clear.

Potholes can form in a number of ways. Aside from general wear and tear, the freeze-thaw action of water when it gets into cracks can rapidly weaken and break open road surfaces, and this is in addition to the hydraulic effect of vehicle tyres constantly going over standing water in cracks and other small surface defects that can also create potholes.  This explains why, even though we are moving into summer, potholes are continuing to develop and why some of the temporary fixes are beginning to break down.

Given the high number of potholes that have formed this winter, particularly after each of the spells of freezing weather, HCC’s Highways team took the decision to carry out more emergency temporary infill repairs to keep roads safe and serviceable – in the time taken to undertake a permanent fix between 4 and 7 temporary infills can be completed.  As a result, over 40,000 of these potholes were filled in the three months from December to February.

The Government has allocated just under £6million to Hampshire for additional pothole repairs.  We anticipate this money being used to fill approximately 39,000 additional potholes over the summer.

  1. Schools

Parents in Hampshire who applied on time for a school place for children starting school in September 2023 – either in Reception Year or in Year 3 in a junior school – have been sent the outcome of their application by Hampshire County Council.

Over 98 per cent (98.77 per cent) of parents have been offered a reception year place for their child in one of their three preferred choice schools, with more than 93 per cent (93.02 per cent) allocated a place at their first choice of school. Of pupils transferring from infant school to junior school (Year 3), more than 99 per cent (99.29 per cent) received a place at one of their three choices, and over 97 per cent (97.88 per cent) obtained a place at their first choice of school.

Parents are being encouraged at this time to consider how their child will travel to and from school, and whether they may need transport assistance. School transport is available for children who meet specific eligibility criteria, after they reach compulsory school age (five years old). The deadline to submit transport applications is 31 July 2023. For more information about school transport assistance, please visit the County Council’s website.

 

  1. The Big Fix

With ‘The Big Fix’ campaign running throughout May, Hampshire residents are being encouraged to give old items, gathering dust or potentially destined for the bin, a new lease of life by visiting their local Repair Café, helping themselves to save money and reduce waste.

The Big Fix is a national campaign to promote the growing number of Repair Cafés across the UK, run by volunteers who teach residents how to fix items at home so that fewer items end up as waste.

There are 17 members of the County Council’s Hampshire Repair Café network which offers training and general advice. Since May last year, the network has collectively run over 90 events restoring over 1,000 items to usable order. These include broken items such as electronics, garden equipment, clothing, jewellery, and much more. The initiative is supported through HCC’s waste prevention community grant programme.

  1. Beware of ticks

HCC’s Countryside Service has advised residents to be ‘tick aware’ when spending time outdoors as the summer approaches. Ticks are small spider-like animals, almost invisible to the eye. They can serious illnesses, such as Lyme Disease.

Prevention tips include avoiding tall grassy areas, reduce the amount of exposed skin, check yourself, your children and your pets for ticks and use insect repellent.

They advise that you should remove any found ticks as quickly as possible with fine-tipped tweezers or a tick removal tool, clean the area, and for several weeks monitor the bitten area for any rashes that may appear. Contact your doctor immediately if you begin to feel unwell with flu-like symptoms or develop a spreading circular red rash.

 

  1. God save the King!

It’s the coronation weekend as I write and what a fabulous occasion it has been, it’s wonderful to see the communities coming together in celebration. For me, it has also been a great opportunity to see the benefits of some of the grants I have given this year.

The new season for HCC grants opens in June, do let me know if there are any good community projects in need of support.
